The ordinance accordingly establishes new zoning and police power <br />regulations, as allowed by SB284, governing the permitting, location, appearance and <br />2 <br />screening of, and standards for, facilities located on private property. <br />Conclusion <br />We believe this ordinance implements all germane aspects of SB284 at the local level. It <br />preserves the authority left to local governments under the law, and it establishes <br />procedures and standards by which the location and installation of utility facilities can be <br />regulated by your municipality. We recommend that you take action to enact the <br />ordinance,including consideration by your planning commission and a public hearing (to <br />comply with legal requirements for zoning amendments). Please call if you have any <br />questions. <br />2 <br /> As for the location and appearance of facilities on public rights-of-way, the City has a rights-of-way <br />management policy located at Section 12.04.070 of the Municipal Code, which would control. <br /> <br />
