7. Handling of delinquent bills: <br />a. Delinquent bills between $1001 and $5000 will be paid in full or arrangements <br /> made with the Finance Director, paying 50 percent of bill and scheduling payments <br /> for the remaining balance. <br />b. Delinquent bills of more than $5000 needs to make arrangements with the Finance <br /> Director, paying 1/3 up front and schedule payments for the remaining balance. <br />c. Special tax bill (lien) will be issued for bills more than 90 days delinquent. <br />d. The City will authorize the City Attorney to start foreclosure process if bill is not paid <br /> within three months from the date of the cut-off service letter. This date for the first <br /> area will be July 31, 2008. <br />8. Handling of delinquent bills for customers using communal dumpsters. <br />a. Letter sent to announce the virtual cut-off of service because of delinquent bill. <br />b. Owners must present to the Department of Public Works proof that their trash was <br />disposed of legally by Pay-As-You-Throw program, a receipt from a local land fill, or <br />they will receive a fine from U.City. <br />The City will modify its present ordinance to eliminate private hauling as an alternative for <br />single and two to four family residential properties. The finance department will look into <br />ways to begin a more frequent billing cycle by billing areas on a rotation. <br />The Study Session was adjourned at 6:25 p.m. <br />Joyce Pumm, City Clerk <br /> <br />
