MINUTES OF UNIVERSITY CITY COUNCIL <br />STUDY SESSION <br />November 5, 2007 <br />The Council Study Session, held in the Chambers of the City Hall, on Monday, November <br />5, 2007, was called to order by Mayor Adams at 5:30 p.m. In addition to Mayor Adams, <br />the following members of the Council were present: <br />Mr. Arthur Sharpe, Jr. <br />Mr. Michael Glickert <br />Ms. Stefany Brot <br /> Mr. RobertWagner <br />Ms. Lynn Ricci <br /> Mr. ByronPrice <br />Also present were City Manager Julie Feier, the Director of Finance Janet Watson, the <br />Director of Public Works Evelyn Shields-Benford, the Assistant City Manager Petree <br />Watson, CORO Fellowship intern Timothy Ly and legal Counsel John Mulligan. <br />The Study Session agenda was planned for reviewing University City’s refuse collection <br />delinquencies. <br />U.City’s staff proposed a process which would be phased in over an eighteen month <br />period of time in which the City would recoup most of the outstanding indebtedness owed <br />for past refuse bills. At present this indebtedness amounts to approximately $2 million. <br />The proposed process for handling the indebtedness in conjunction with the <br />implementation of single-stream recycling was: <br />1. January 16, 2008, letter sent to all residential properties with one or more delinquent <br />trash bills more than 90 days outstanding. This letter would offer amnesty for one half <br />of the interest and penalties owed if paid in full by March 14, 2008. In the first phase, <br />resident’s with a delinquent bill, trash service will be stopped on April 1, 2008, and <br />foreclosure would be pursued. <br />2. Finance, Police, Fire, Community Development, Parks/Recreation and Municipal Court <br />will be alerted to possible violations by residents whose services have been <br />discontinued. <br />3. Single stream recycling would be introduced in phases along with the collection of past <br />due trash bills in that particular area. <br />4. Safeguards to ensure trash is not being disposed of illegally: <br /> a. Accumulation of trash on property will be fined. <br /> b. A charge of misdemeanor will be filed against any resident disposing of trash at <br /> neighbors or at private or commercial dumpsters. <br /> c. Unlawful burning of trash will be fined. <br />5. Only ways of disposing of trash if service has been cut off: <br /> a. Purchasing clear 13 gallon bags with U.City logo on them for $1.00 a bag and then <br /> taking them over to the Heman Park transfer station. No yard waste will be <br /> accepted but recyclables can be disposed of for free. <br /> b. Personally hauling to a landfill outside of University City and producing receipt to <br /> the Public Works Department. <br />6. After delinquent bill is paid in full, there will be a $41 start up charge. <br /> <br />
