AGENDA # 6 - DISCUSSION OF EXTRA POLICE PATROL KINGSLAND <br /> <br />/KINGSBU RY: <br /> <br />Mr. Wagner suggested imposing a "fee for service" on apartment buildings <br />owned by non-profits (such as Washington University) and using the proceeds to <br />hire an off-duty patrolman to patrol Kingsland (between Delmar and Washington) <br />from midnight to 4:00 am to reduce the noise and vandalism by students. <br /> <br />It is our impression from Washington University that their security staff was there <br />to protect the students, not necessarily the U. City residents. <br /> <br />It was the sense of the Council to obtain clarification on the Washington <br />University Security's policy about protecting the property of homeowners from <br />students. <br /> <br />AGENDA # 7 - DISCUSS PESTICIDE SPRAYING - COUNCILMEMBER <br /> <br />WELSCH: <br /> <br />Several Council members wanted to hear from experts from both sides about the <br />implications and complications of the pesticides sprayed for West Nile Virus. <br /> <br />It was the sense of the Council to have Mr. Moton arrange a meeting between <br />some members of the Council, citizen Dr. Kennell and the County Health <br />Department to learn more about this process and then report back at a future <br />study session to further discuss the matter. <br /> <br />AGENDA # 8 - DISCUSS RECREATIONAL PROGRAMMING: <br /> <br />Councilmember Welsch maintained that current recreational programming did <br />not serve all aspects of the population. She felt that recreation staff was not <br />doing enough in this area and demanded a report on what Park department staff <br />do with their time. She maintained that the City Manager should demand much <br />more from staff since we are under a tight budget. She requested that Mr. <br />Ollendorff prepare a report for the Parks Department much like the report now <br />provided to the Council by the Public Works department. She just does not feel <br />like she knows everything they are doing and feels strongly that she needs to in <br />order to determine whether or not we can provide the additional programming <br />with our current staff. Mr. Ollendorff will get her the information she requested. <br /> <br />AGENDA # 9 - SCHEDULE CITY MANAGER GOAL REVIEW: <br /> <br />Mr. Munkel said that Mayor Adams wanted Council to conduct the City <br />Manager's goal review before the onset of the budget process. <br />It was the sense of the Council to set a date (March 31, 2003 at 5:30 p.m.) to <br />evaluate the City Manager's previous year's goals and determine which needs to <br /> <br /> <br />
