AGENDA #2 - DEVELOPMENT SUBSIDY POLICY: <br /> <br />The City Manager stated that a policy on subsidizing development gave staff <br />knowledge about incentives available to attract development. It also provides a <br />yardstick for assessing proposals. Every couple of years, Council is asked if they <br />want to revise the policy. <br /> <br />After discussion, it was the sense of the Council to modify the policy to include <br />incentives to assure completion of projects and to insure that the City does not <br />lose property tax revenue. <br /> <br />AGENDA #3 - MENDELL/TRENTON SEWER ENCLOSURE ASSESSMENTS: <br /> <br />After some discussion about the benefits to and the losses suffered by the <br />affected properties, it was the sense of the Council that the City Manager <br />develop a modest, Iow cost, square footage based assessment plan which would <br />be prorated over a 10 year period. <br /> <br />AGENDA #4 - ACCEPTING PRIVATE STREETS FOR PUBLIC USE AND <br /> <br />MAINTAIN ENCE: <br /> <br />Mr. Ollendorff advised Council that the Trustees of University Place # 2 <br />subdivision is circulating a petition for an assessment that will bring the street at <br />Dartmouth and Tulane up to the City's standards and turn it over to University <br />City to maintain. Because of the way the subdivision was originally developed, <br />this street could not comply with width standards and would require a variance. It <br />was the sense of the Council to table the matter for further study and to see if the <br />trustees are successful at building a substantial majority petition for this to occur. <br /> <br />AGENDA #5 - DISCUSS/REVIEW METROLINK EASEMENT ORDINANCES: <br /> <br />Mr. Wagner reported that the Maryland Terrace trustees want full restoration <br />clauses and the protection of their rights to a paper alley included in any <br />easement ordinance that the Council passes. <br /> <br />It was the sense of the Council to consider Mr. Ollendorff's suggested <br />amendments at the next meeting when this bill comes up to be read. The <br />amendments require that all construction within easements be in substantial <br />conformity with final plans as reviewed and approved by University City and to <br />replace the fence as part of the reconstruction. Approving easements will be <br />withheld until certain conditions are met (i.e. improved design of the Big Bend <br />station, a sightline shield of the proposed power station behind Williams <br />Pharmacy, effectively dealing with the congestion on Forsyth and Delmar that will <br />occur during construction, etc.) <br /> <br /> <br />
