will be on hold regarding the need to do a pay adjustment for Firefighters until the
appeal period passes. Due to the massive support to adjust the bill, we are hopeful that
will not be the case.

While preparing for your Tuesday, January 15 Council meeting, just a quick
reminder that the auditor will be present at your Council meeting to review the
City’s Comprehensive Annual Financial Report distributed last week. The Study
Session packet regarding conflict of interest was also delivered in advance with
the January 4 packet.

On January 9, the Honorable Municipal Judge Hankin, within his authority under the
non-moving
City Charter, issued an order increasing the fines and penalties for
parking violations
issued at a parked vehicle where the driver is not present. Several
fines are substantially increased and the penalty provisions are significant. The
increased fines reflect the averages of the same or similar fines in surrounding
municipalities. Previously the penalty for late payment was a mere $5.00. Now, if
payment is 14 days late, the fine doubles and if 45 days late, it triples. The increase in
fines and penalties is not only meant to raise additional revenue but to persuade
violators to pay their fines in a timely manner. In the past few years, nearly 45% of all
non-moving violations remain unpaid because there were no serious negative
consequences for non-payment. The police will begin issuing tickets with the new fine
amounts in the next few weeks.

Type of Violation Old Fine New Fine Penalty after Penalty after
Amount Amount 14 days late 45 day late
(total due) (total due)
Expired Meter $10 $15 $30 $45
Fire Hydrant/Lane $20 $100 $200 $300
Handicapped $50 $100 $200 $300
Bus Stop $20 $50 $100 $150
Street Cleaning $20 $20 $40 $60
No Parking Anytime $20 $30 $60 $90
Expired License Plate $20 $75 $150 $225
Failure to Display License $20 $85 $170 $255
Plates
Blocked Driveway $20 $35 $70 $105
Derelict/Abandon Vehicle $15 $50 $100 $150
Excess Noise $15 $40 $80 $120
Double Parking $20 $20 $40 $60
On Sidewalk $20 $20 $40 $60
Wrong Direction $20 $20 $40 $60
Truck Parking $20 $20 $40 $60
No Parking 7-8 am $20 $20 $40 $60
No Parking 4-6 pm $20 $20 $40 $60
Parking in front of $20 $20 $40 $60
Mailbox
No Commercial Parking $20 $20 $40 $60
