6. New Business <br />6.a. Text Amendment PC 17-03–Multi-family residential developments and attached <br />single-family dwellings <br />Staff explained the proposed text amendments: <br />-Would revise definitions and other sections so that townhousedevelopmentsand attached <br /> <br />single-family dwellings could be allowed on one lot for the entire development or individual lots <br />for each unit. Would also revise the definition of attached single-family dwellings fora <br />maximum of two dwelling units. Attached single-family dwellings would be added as a <br />conditional use in the “LR” Residential District, a permitted use in the “MR”and “HR” <br />Residential Districts, and moved from conditional uses to be permitted uses in the “HRO” <br />District. <br />-This would allow for more variety of residential development typesin the community <br />-Attached single-family dwellings and townhouses on individual lots used to be allowed bythe <br />University City Zoning Code, but were removed in the mid-90s based on staff records <br />-Other changes proposed are to the terms used for different multi-family residential <br />development types –removing word “apartment”. <br />Questions / Comments and Discussion by Plan Commission: <br />-Asked for some minor clarifications on proposed changes; staff showedpictures of some <br />examples of existing townhouse and attached single-family developments in University City. <br />Mr. Miller,chairperson of the Code Review Committee(CRC), stated that there was good <br />discussion at the March 22, 2017 Code Review Committee meeting with non-CRC Plan <br />Commissioners in attendance. They discussed that condo and townhouse development would <br />likely continue to become more popularand add population to the City. <br />A motion was made by Mr. Miller to recommend approval ofthe proposed Zoning Text <br />Amendments.The motion was seconded by Ms. Headand carried unanimously. The <br />recommendation will be forwarded to City Council for a public hearing and consideration of <br />final approval. <br />7. Comprehensive Plan Committee Report <br />Mr. Lai explained for the benefit of the new Plan Commission members that the <br />ComprehensivePlan Updateproject is in its final stageof the planning process. The <br />consolidatedcommentsof the Comprehensive Plan Advisory Committee and staffwere <br />sent to consultantand the consultant has provided feedback.
