2)Dan Wald (subject property owner), 8400 Delmar Blvd.–stated that heshared the <br />proposal with many people of the LSBDand they were enthusiastic about it. <br />A motion was made by Mr. Miller to recommend approval ofConditional Use Permit PC 17-01 <br />with the conditions in Attachment A of the staff report, and with anadditional condition that no <br />outdoorspeakers shall be allowed. The motion was seconded by Ms. Hartz and carried <br />unanimously.The recommendation will be forwarded to City Council for consideration of final <br />approval. <br />3.b.Conditional Use Permit PC 17-02–6662-DDelmar Boulevard –Proposal for a food <br />and beverageestablishment(bubble tea), a non-retail use with ground-floor frontage on <br />Delmar Boulevard in the “CC” –Core Commercial District <br />Mr. Greatens showed staff slides of the site and surroundingarea. <br />The applicant, Ms. Ngan Thi, was present to explain the proposal: <br />-It would be a bubble-tea franchise (“Kung-Fu Tea”) <br />-No food service except pre-cooked food will be served <br />-Nokitchen hoodisproposed <br />-Hours will befrom 11 am to 11 pm daily <br />-Currently over 100 storesin U.S., but this would be first in St. Louis area and Missouri <br />Questions / Comments and Discussion by Plan Commission <br />-History of the franchise and typical customer base. (Applicantresponse–franchise began in <br />1990 in New York; typical customer base is young people, college students,and under 40 years <br />old.) <br />-Another bubble tea place is across the street. (Applicantresponse–would be competitionbut <br />this franchise is different than that existing business.) <br />-Parking availability (Applicant response –parking lotat the rear and on-street parking along <br />Loop South.) <br />-Whether no cooking on site is proposed (Applicant response –Yes, no cooking.) <br />-Outdoor dining (Applicant response –Not proposed) <br />Mr. Greatens stated that staff recommended approval of the Conditional Use Permit with the <br />conditions contained in Attachment A of the staff report. <br />A motion was made by Ms. Williams to recommend approval ofConditional Use Permit PC 17- <br />02 with the conditions in Attachment A of the staff report. The motion was seconded by Ms. <br />Gainer and carried unanimously.The recommendation will be forwarded to City Council for <br />consideration of final approval. <br />4.
