-Each room would be sound-proofed <br />-Customers may order food and bar services <br />-Hours of operation will be 2:30 pm to 2:30 am everyday <br />-Intends to apply for liquor license <br />-Estimating that venue could hold up to 250 people <br />Dan Wald, property owner of 6655 Delmar Boulevard stated he could have leased the building <br />by now to any restaurant,but waited for the applicant to go through the process because he <br />thinks it will be a success <br />Xin Weistated this would be something new to Delmar Loop that is needed here. <br />Mr. Greatens stated thatstaff recommended approval of the Conditional Use Permit with <br />conditions included in Attachment A of the staff report. <br />Questions / Comments and Discussion by Plan Commissionincluded: <br />-Liquor license and available time forminors.(Applicantresponse–intendsto check IDs at the <br />door and would stamp minors’ hands; those under 16 are subject to curfew in University City; <br />business owner would set time limits for minors and provide a safe environment.) <br />-Room turnover. (Applicant response –would likely charge by the hour; the bar area near the <br />front would bea waiting area for those who’ve reserved private rooms.) <br />-Doors to the private roomsand see-through windows for rooms, with concernabout <br />inappropriate activity in the rooms. (Applicantresponse–intendsto have security camerasand <br />windowon each room door, as well as security guards; will make sure there is no inappropriate <br />activity.) <br />-Kitchen and food service. (Applicant response –limited food service with much foodprepared <br />in advance.) <br />-Adjacent open patio use and noise, etc.(Applicant response –no plans for outside seating and <br />would not have outdoor karaoke and loudspeakers.) <br />Public Hearingspeakers: <br />1)Joe Edwards, 6504 DelmarBlvd.–stated that the proposal was a good concept if done <br />right, but concerned that applicant did not present his proposal atthe Loop Special <br />Business District(LSBD)meetingfor feedback.He was shown the proposed plans by <br />the property owner only a few days ago. Mr. Edwardssuggested that the petition be <br />postponed untilafter the next LSBD meeting. He was concerned that it would not be <br />meeting foodsale requirementsfor the liquor licenseandits late hours of operation, but <br /> <br />agreed that windows on the door for each room should not be completely covered. <br />Questions/Comments by Plan Commission: Similar food-serving concept for The <br />Pageant and hours of operation for Blueberry Hill, and the former Gaslight Square <br />entertainment district.
