<br />Ms. Glickert said that when she was on the Council, all microphones were live and no <br />one had a quarrel as to who was first, as they are mature people who serve on the <br />Council. She felt this system did not work; many times Councilmembers start speaking <br />before their individual microphones are turned on which resulted in the audience not <br />hearing anything. Ms. Glickert questioned why a local business was not consulted when <br />the microphone system was being studied. <br /> <br />Mr. Wagner agreed that Council looks amateurish pushing buttons in an attempt to turn <br />on their microphones. He stated he had been to other City meetings and their <br />microphones are on all of the time. <br /> <br />Mr. Sharpe, Jr. liked the way the microphone system was set up, in case there would be <br />some disagreement and members would not be courteous. The system now allows <br />everyone to express their opinion. His personal experience makes him favor the system <br />the way it is presently. <br /> <br />Mr. Wagner agreed that there could be contingency for the mikes but could be turned off <br />by the chair if needed. <br /> <br /> <br />J. UNFINISHED BUSINESS <br />1. BILL 8959 — <br />An ordinance approving a settlement agreement with Verizon wireless <br />and assigning a percentage of the settlement proceeds to the St. Louis County <br />Municipal League. <br /> <br />Mr. Wagner motioned to amend this bill to accept Verizon settlement offer but remove <br />the allocation to St. Louis County Municipal League and asked to address this under a <br />separate bill. He felt that these were two separate items and should not be combined <br />into one bill. Mr. Wagner moved to eliminate Section Three which dealt with the <br />allocation to St. Louis County Municipal League. This motion was seconded by Ms. <br />Ricci and she added an additional amendment to also strike the “Whereas” clause at the <br />end, dealing with the allocation. <br /> <br />Mr. Wagner asked for division of the Council <br />Roll Call for Ms. Ricci’s amendment was as follows: <br />AYES: Ms. Ricci, Mr. Wagner and Mr. Glickert <br />NAYS: Mr. Price, Ms. Brot, Mr. Sharpe, Jr. and Mayor Adams <br /> <br />Ms. Ricci’s amendment was defeated. <br />. <br />Roll Call for Mr. Wagner’s motion was as follows: <br />AYES: Ms. Ricci, Mr. Wagner and Mr. Glickert <br />NAYS: Mr. Price, Ms. Brot, Mr. Sharpe, Jr. and Mayor Adams <br /> <br />Mr. Wagner’s motion was defeated. <br /> <br />CITIZEN COMMENTS <br />Rosalyn Borg, 7820 Cornell <br />Ms. Borg supported the Verizon settlement but she did not support the agreement of 5% <br />or $20,000 to be allocated to the St. Louis County Municipal League for essentially doing <br /> <br />
