Mr. Wagner said that the neighbors organized and found that <br />West Portland Place subdivision had indentures and covenants which restricted <br />properties to single family residents only, with one building per lot. He urged approval of <br />the resolution thus protecting University City’s residential neighborhoods. <br /> <br />Ms. Brot read the resolution. <br />Ms. Brot stated that she and Mr. Wagner would like to be proactive with the <br />neighborhood and would try to arrange any meeting with the officials of Washington <br />University if the neighbor leaders so desired. She asked the residents to offer <br />suggestions of the types of businesses which they would like to see developed in <br />Millbrook Plaza. <br /> <br />Ms. Brot moved for approval of Resolution 2008 – 1, seconded by Mr. Wagner and was <br />approved unanimously. <br /> <br />CITIZENS COMMENTS <br />Dennis Zukosky, 7040 Pershing Ave <br />Mr. Zukosky stated that the character of the West Portland Place neighborhood would <br />change with the continuation of acquisition of lots by Washington University. He thanked <br />the Council for the resolution and said that it would support all neighborhoods in <br />University City. <br /> <br />Robort Warbin, 7011 Pershing Ave. <br />Mr. Warbin quoted the purpose of the Comprehensive Plan of 2005 to “provide a <br />framework for the preserving and enhancing the existing community and protecting <br />existing neighborhoods from potential encroaches from new uses that could negatively <br />impact the quality of life and property values.” He stated that Washington University is <br />landlocked and looking to expand its footprint in surrounding neighborhoods. He <br />recommended the adoption of this resolution as a first step for maintaining the quality <br />and character of our City. <br />Ms. Brot moved for the approval of Resolution 2008 – 1, seconded by Mr. Wagner and <br />was unanimously approved. <br /> <br />RESOLUTION 2008 – 2 Budget Transfers for first quarter fiscal year 2008. <br />Mr. Price moved for approval of Resolution 2008 – 2, seconded by Mr. Sharpe, Jr and <br />was approved unanimously. <br /> <br /> <br />BILLS <br />CITIZEN COMMENTS <br />Tim Fischesser, Director <br />St. Louis County Municipal League <br />121 S. Meramec Ave <br />Mr. Fischesser was present at Mayor Adams’ request, to explain the intent for the use of <br />the funds assigned voluntarily by cities cell phone settlements to St. Louis County <br />Municipal League. He said the Municipal League has two main goals: to protect the cell <br />phone settlement from backward changes by the State Legislators and to accomplish <br />other legislative goals which would positively affect cities. These goals stressed the <br />necessity of increasing the representation for the cities at Jefferson City through the use <br />of attorneys and consultants.
