<br />Elsie Glickert 9712 Etzel <br />Ms. Glickert read a letter from Father Kenneth Brown of All Saints Catholic Church. Father <br />Brown was concerned as a large percentage of his parishioners lived north of Vernon and <br />now were forced to take a detoured route which requires taking a left turn onto Skinker. He <br />said it was very difficult to make a left turn onto Skinker as it is a heavily travel road. Father <br />Brown proposed instead that no left turns be permitted at Westgate and Olive and leave <br />Westgate as a two way street. He also was concerned due to past funeral processions <br />traveling northbound from the church on Westgate in order to get to many cemeteries. <br /> <br />Ms. Glickert then expressed her own concern. She said that she was astounded at the <br />change without any notification. Ms. Glickert said the County gave University City no <br />options, yet Westgate is a U City road. She advocated that “no left turn” signs could be <br />posted at Westgate and Olive thus leaving Westgate open to two-way traffic. Ms. Glickert <br />said there were many new condominium owners on Westgate and now were not permitted <br />use of the street where they lived. She wanted to know if U City did any negotiations with <br />the County on this. <br /> <br />Mr. Price said he was surprised by the change also. He would like to be sure that County <br />Council people are contacted to be assured it will not be in effect past the one year shut <br />down scheduled for one portion of the Highway 40 closure. <br /> <br />Ms. Ricci asked if the ordinance could be worded as to restrict the one-way designation for <br />only as long as Highway 40 construction existed. <br /> <br />Mr. Wagner agreed that a letter be prepared that the stop sign be replaced upon completion <br />of Highway 40 construction. <br /> <br />Mr. Sharpe, Jr. asked the City Manager to write a letter for the Council to sign. He then <br />urged that everyone contact their county representatives, Hazel Irby and Barbara Frazer. <br />The City Manager said there was a list of concerns of University City with Mr. Earls’ <br />mandates but the City had not been able to negotiate any changes. <br /> <br />City Manager suggested going back to the St. Louis County citing the recent accidents at <br />Westgate and Olive to make a statement of how the County’s plan was not working. <br /> <br />Introduced by Mr. Sharpe, Jr. <br />4. BILL 8978 <br />— An ordinance amending Chapter 2.64 of the University City Municipal <br />Code, relating to non-uniformed employees retirement system, by repealing Section <br />2.64.230 thereof, relating to increase in monthly benefits, and enacting in lieu thereof a <br />new Section to be known as “Section 2.64.230 increase in monthly benefits,: thereby <br />amending said Section so as to increase the monthly benefits to all retirees who retired <br />prior to January 1, 2007, by twenty five dollars ($25), effective July 1, 2007. <br /> <br />Introduced by Ms. Brot <br />5. BILL 8979 <br />— An ordinance amending Chapter 2.62 of the University City Municipal <br />Code, relating to the Police and Firefighter’s Retirement System, by amending <br />Sections 2.62.150 relating to benefit increases with respect to certain retirees. <br /> <br />Mr. Glickert was excused from the meeting at 8:30 p.m. <br /> <br /> <br />
