A thrift/resale establishment where more than 50% of the revenue will be generated from <br />previously owned merchandise requires a conditional use permit when it is located in the “CC” - Core <br />Commercial District. Staff recommends approval of the application. <br />The applicants wish to re-use the recently created unit between the proposed Chipotle Grill and Noodles <br />Restaurants in the (soon-to-be) former Streetside Records building. This building was recently reviewed and <br />approved under a separate conditional use permit for those restaurants and there are no zoning issues <br />applicable to this review. During the review for those restaurants, it was suggested by the City that the <br />applicant for this particular space be retail in nature and that it not be a formula business (chain business). <br />This application meets both of those suggestions. The use of this space as a vintage clothing business goes <br />along with the vision of the Loop district where there is pedestrian shopping and dining mixed in the same <br />area. Retail uses are considered to be desirable because they bring in pedestrian traffic which will increase <br />the probability of supplementary shopping and dining.
