Yes BACKGROUND REVIEW: The attached Resolution was continued from your February January 28 meeting and has been substantially revised for purposes of clarification. It establishes a neighborhood improvement district in University Heights Subdivision Number One, pursuant to a petition filed with the City Clerk on January 3, 2008 and signed by the owners of record of at least two-thirds by area of all real property located within the improvement district. The general nature of the proposed improvement is the repair and replacement of driveway aprons and sidewalks that are significantly damaged, non-functional or exhibit more than minor cracks, and selected street patching repair and resurfacing according to the Public Works Department's specifications and design standards for public property of that nature. The proposed improvement may also include the repair and replacement of non-functional curbs and gutters, and repaving the bridge and sidewalk beyond the Harvard/Dartmouth intersection. The cost of the improvement shall not to exceed $531,250. The proposed method of assessment--in the petition and Resolution--is for the improvement cost to be assessed against all property in the Subdivision equally per front foot; except that 6801, 6901, 6925, 6939, 6951, 6955, 6965, and 6975 Delmar, and 809, 810, 813, and 817 Yale, are to be assessed at 65% of such per front foot amount, because the sidewalks and streets in front of the Delmar properties are maintained by St. Louis County and there are no sidewalks in front
