of the Yale properties. It is estimated that the cost per front foot will be $21.60 for <br />all properties except the Delmar and Yale properties, which will be $14.04. <br />Properties located on a corner will be assessed based on the number of front <br />feet on that side of the property that bears the street number. The Yale <br />properties are being treated the same as the Delmar properties. The owners on <br />Delmar are requesting additional reductions to their contribution because they <br />face the County maintained road and right-of-way. <br />The Resolution orders that preliminary plans and specifications for the proposed <br />improvement be made. The estimated cost of the improvement may thereafter be <br />revised. Upon receipt of the preliminary plans and specifications, the City Council <br />may by resolution order that the plans and specifications and a proposed <br />assessment roll be filed with the City Clerk and be open for public inspection. A <br />public hearing would then be scheduled and all suggestions or objections <br />concerning the proposed improvement and assessments may be heard by the <br />City Council. After the public hearing, the City Council may by resolution order <br />that the proposed improvement be made. If the improvement is made, the final <br />cost of the improvement may be computed and by resolution or ordinance, the <br />City Council may assess such cost as special assessments against the property <br />described in the assessment roll. The property owners may pay the assessment <br />in full, together with interest accrued thereon from the effective date of <br />the resolution or ordinance, or in substantially equal annual installments for a <br />period of up to 10 years, with interest at a lawful rate determined by the City <br />Council <br />. <br />In a 1998 NID for this neighborhood, Council lowered the cost share to 10% for <br />the Delmar properties. Council does have the discretion to define the boundaries <br />or adjust the allocation of any NID before you. In this instance, the <br />Neighborhood Trustees are requesting the 65% allocation for properties fronting <br />Delmar, City Hall being one of those properties, so our involvement is <br />multifaceted. <br />RECOMMENDATION: <br />Approval based on Neighborhood Request <br />Page 2 of 2 <br /> <br />
