holder, and such person shall be bound to comply with the provisions of this chapter to the same
<br />extent as the owner.
<br /> “Municipal solid waste”is defined assolid waste resulting from the operation of residential,
<br />commercial, industrial, governmental, or institutional establishments that would normally be
<br />managed and disposed through a public or private solid waste management service.
<br /> "Person" means an individual, corporation, partnership, or other legal entity, and can include
<br />an owner, lessee, or occupant of any lot or premises within the city, and shall include any agent,
<br />servant, representative, or employee.
<br /> "Prohibited refuse" means refuse which is not to be placed in any refuse container and is not to
<br />be collected by city, unless otherwise noted herein. Prohibited refuse includes explosives; highly
<br />flammable or dangerous material, including gun powder and photographic plates; substances
<br />saturated with inflammable petroleum products: poisons; acids; pathological, biological and
<br />infectious wastes; substances which constitute hazardous, toxic or special waste under federal or
<br />state laws or regulations; radioactive materials; human or animal bodies or parts thereof; human
<br />or animal waste; major appliances, including, but not limited to refrigerators, freezers, stoves,
<br />ovens, dishwashers, microwave ovens, air conditioners and television sets; lead-acid automotive,
<br />truck or boat batteries; motor oil; tires; wrecked, dilapidated, disabled or derelict motor vehicles;
<br />and refuse generated by contractors; and such other matter as may be designated by the director
<br />of public works. Prohibited refuse also includes refuse too bulky to fit within the required refuse
<br />container and yard waste, but such refuse, and other prohibited refuse as determined by the
<br />director of public works, shall be disposed of as provided in this chapter or by regulation of the
<br />director of public works. The disposition of prohibited refuse shall be at the owner’s expense
<br />unless otherwise allowed.
<br /> "Recyclables" means those materials recovered from the waste stream and shall include, but
<br />not limited to, newspapers and inserts, telephone books, corrugated cardboard, paperboard, mixed
<br />office paper, magazines and catalogues, plastic shopping bags, gift wrap paper, brown paper bags,
<br />junk mail, paperback books, aluminum cans, steel food cans, steel aerosol cans, glass bottles (all
<br />colors) and No. 1, 2, 3, 4, 5, and 7 plastic containers, small consumer electronics, wireless
<br />devices, textiles and all other recyclable materials designated by St. Louis County Waste
<br />Management Code, Chapter 607.
<br /> “Refuse” means all putrescible and nonputrescible solid wastes.
<br /> “Residence” or “Residential,” with regard to the collection and disposal of solid waste
<br />accumulated in the city, refers to single-family, two-family, three-family, and four-family
<br />residences located within the city; all other solid waste collection and disposal services shall be
<br />“non-residential.”
<br /> “Rubbish” means nonputrescible solid wastes, consisting of both combustible and
<br />noncombustible wastes such as paper, cardboard, tin cans, yard clippings, ashes, wood, metal,
<br />plastics, glass, bedding, crockery and similar materials.
