elements upon any street, sidewalk, alley, sewer, parkway, or other public place, or into any <br />occupied premises within the city. <br /> D. No person shall treat or dispose of solid waste through incineration, burying, littering, or <br />in any manner other than as permitted in this chapter. <br /> E. Owners, lessees, and occupants shall maintain in a clean and orderly condition that part <br />of the premises which extends between side yard lot lines, extending from the back property line <br />or centerline of the alley to the curb line of the fronting street. <br /> F. It is unlawful for any person to accumulate, permit the accumulation of, or transport <br />refuse in open beds of trucks or otherwise in such a manner as to permit solid waste to be carried <br />or deposited in or on any private property, or any watercourse, or on any street, sidewalk, alley, <br />sewer, parkway, or other public place. <br /> G. Ownership of solid waste set out for collection by the city shall be vested in the city, and <br />scavenging in or from any solid waste container or in or from any container designated for <br />recyclables is prohibited. <br /> H. Any person violating any provision of this chapter, or any regulation of the director of <br />public works, shall upon conviction be subject to punishment as provided in Section 1-12 of the <br />Municipal Code. Whenever any act is prohibited by this chapter, or by any rule or regulation <br />adopted hereunder, such prohibition shall extend to and include the causing, securing, aiding, or <br />abetting of another person to do said act. <br /> I. It is unlawful for any person to cause, allow, or maintain for a period in excess of eight <br />days any accumulation of solid waste in or on any premises, structure, lot, land, or property <br />within the city, and such accumulation is declared a public nuisance abatable pursuant to Chapter <br />8.24 of the Municipal Code. The cost of any such abatement may be added to the annual real <br />estate bill for the property and collected in the same manner and procedure for collecting real <br />estates taxes as provided in Section 8.24.095. <br />8.12.040 Private collectors. <br /> “Private collectors” are contractors using the streets of the city for the transportation of solid <br />waste, whether for non-residential solid waste accumulated within the city or any solid waste <br />generated outside the city. Private collectors shall (1) use a watertight vehicle provided with a <br />tight cover and so operated as to prevent offensive odors escaping there from and refuse from <br />being blown, dropped or spilled and (2) comply with all applicable provisions of this chapter and <br />all regulations promulgated by the director of public works. The director of public works shall <br />have the authority to make such other reasonable and necessary regulations, consistent with the <br />provisions of this chapter, concerning such individual and non-residential storage, collection, <br />transfer, and disposal of solid waste. <br /> <br />
