C. Public refuse containers may be placed in public places, and the placement of, and <br />collection of refuse from, said containers shall be as authorized by the director of public works. <br />Public refuse containers placed on city sidewalks, streets, parks, and other public places shall be <br />used only for such refuse as persons may have for disposal while passing along the streets or <br />using the city’s parks or other public places. Such containers shall not be used for the disposal of <br />refuse accumulated in residences or places of business. <br /> D. The owner shall be charged the reasonable fee of replacing roll-out plastic carts and <br />recyclables containers when replacement is necessary. <br />8.12.130 Location of solid waste containers. <br /> A. No person shall place any solid waste in or on any street, alley, or other public place, or <br />upon any private property, whether owned by such person or not, within the city except in a <br />refuse container provided by the city or otherwise permitted by this chapter or the director of <br />public works. <br /> B. Collection from street. If the solid waste collection vehicle makes the collection of refuse <br />and recyclables from the street, roll-out plastic carts, recyclables carts, disposable containers, <br />bags and bundled brush and tree trimmings shall be placed on the sidewalk, or if no sidewalk <br />exists or placement on the sidewalk is impracticable, in the street, but as close to the curb as <br />practicable for efficient and safe collection. Solid Waste shall not be placed out for collection <br />earlier than four p.m. on the day before the scheduled collection. Solid waste containers must be <br />re-stored behind the building line no later than nine p.m. on the day of collection. <br /> C. Collection from the alley. If the solid waste collection vehicle makes the collection of <br />refuse from the alley, a mechanical box-type stationary container or containers shall be located, <br />clear of traffic, adjacent to the alley line and shall be located so as to be accessible to collection <br />equipment; however, recyclables containers, yard waste, bulky items, and any other materials <br />designated by the director of public works shall be collected only from the street except as <br />exempted by the director of public works. <br /> D. Storage of refuse containers. Roll-out plastic carts, recyclables carts, disposable <br />containers, bags and bundled brush and tree trimmings shall be stored behind the building line <br />when not placed out for collection, “Building line” means the line parallel to the front lot line and <br />passing through the nearest point of the principal building. “Principal building” means the <br />structure in which the principal use on the lot is located. <br />8.12.140 Yard waste; recyclables; and prohibited solid waste. <br /> A. All yard waste shall be separated from all other refuse, and no person shall dispose of <br />yard waste other than as permitted herein. <br />1. Leaves and grass clippings shall be stored in thirty (30) gallon biodegradable paper <br />sacks approved by the director of public works.
