establish a sticker fee, which shall defer the costs of collection. The director may designate and <br />publish time periods when yard waste stickers will not be required. <br />2. All tree trimmings, hedge clippings and similar material shall be cut to lengths not to <br />exceed four feet and securely tied in bundles not more than two feet thick before being deposited <br />for collection. A limit of six (6) bundles will be collected from a single household per week. Ties <br />should be heavy twine or similar material but not wire. The city will not collect tree stumps nor <br />tree trunks. <br />3. Plastic bag containers shall not be used for yard waste. <br /> B. The city shall offer single-stream residential recycling services and shall provide separate <br />recycling containers or roll out carts. The director of public works shall promulgate regulations <br />regarding the city’s recycling program. <br /> C. The city may offer collection services, or permit private contractor collections, for <br />prohibited refuse, in which case the director of public works shall promulgate regulations <br />regarding same or shall authorize the specific disposition of same, which may be at the cost of the <br />disposer. <br />8.12.150 City leaf collection; street cleaning. <br /> A. The city may sweep and collect leaves placed in the street for collection. The director of <br />public works may establish leaf collection times, which may vary by area or zone. Only leaves <br />from a property adjacent to the street may be placed, swept, or deposited into the street, and such <br />leaves may be placed, swept, or deposited into the street only by or at the direction of the owner, <br />lessee, or occupant of such property. No person shall place, sweep, or deposit leaves into a street <br />more than ten days before the first day of the established leaf collection time period or after the <br />last day of the established leaf collection time period for that area or zone. All leaves placed, <br />swept or deposited into the street shall be in piles along the curb or edge of the street adjacent to <br />the property where the leaves fell. <br /> B. The work of sweeping and cleaning by machine or manual labor of the gutters, paved <br />streets, and avenues of the city shall be done as authorized by the director of public works. The <br />director of public works may order the temporary closing of a city street or a portion thereof for <br />the purpose of sweeping and cleaning up leaves, litter and other refuse. Notice of the temporary <br />closing shall be given twenty-four (24) hours in advance by posting same on trees, lamp posts, or <br />other means in the immediate vicinity together with a warning that parking of vehicles in the <br />designated areas is prohibited and a violation of this chapter. <br />PART III FEES; COLLECTIONS; ENFORCEMENT. <br />8.12.200 Fees and billing. <br /> A.
