Ms. Brot moved for adoption, seconded by Mr. Glickert and was approved unanimously. <br /> <br />3. Council liaison to University City School Board <br />The City proposed having a City liaison who would commit to maintaining a level of <br />knowledge and understanding of public school education and act as Council’s conduit to <br />and from the School Board. The liaison would be able to help Council understand <br />issues facing the District and decipher the complex information the public receives. It is <br />the City’s belief that it would provide a more meaningful interaction and could assist the <br />District in reaching out beyond parents and children in the District. This could provide a <br />voice to citizens/taxpayers who have been largely disconnected from the School District, <br />but who are affected by the quality of the education in the District. <br /> <br />Mr. Sharpe, Jr. moved for the City to pursue creating a liaison position between the City <br />and University City’s School Board, seconded by Mr. Wagner and was approved <br />unanimously. <br /> <br />4, Security questions following Kirkwood tragedy <br />Chief Adams of the University Police Department was present to field any questions or <br />suggestions the Council might have on security within City Hall. <br /> <br />City Manager Julie Feier shared information with the Council on a table showing what <br />some of the other cities were going to do. She said that ongoing Council meetings <br />would have police presence. <br /> <br />Chief Adams assured the Council that discussions are ongoing with the staff on possible <br />preventive procedures for University City. He said that several police staff members <br />have been trained in the handling of workplace violence. <br /> <br />Ms. Brot looked forward to some definite security changes being proposed by staff in a <br />plan that would recommend security measures in addition to having a plain-clothed <br />police officer at Council meetings. <br /> <br />Ms. Ricci asked if there were any plans made presently with limited exit routes and if the <br />police department had means of detecting when a citizen is upset with the City. Chief <br />Adams said that Council needed to sit down and discuss how they would hopefully exit <br />the fifth floor when violence was present. <br /> <br />Mr. Sharpe, Jr. wanted to know if the police department would submit some plans to the <br />Council or was it the Council’s responsibility to devise an escape plan? Chief Adams <br />said that the police department would like to see the Councilmembers suggest what they <br />would or would not want and the police department could then offer advice. <br /> <br />Mr. Wagner had been concerned about the security on fifth floor but felt with the City’s <br />form of government, you could not have an open government with a fortress mentality. <br />Chief Adams said that the police department would like to keep it the same but make it <br />safer. <br /> <br />Mr. Price asked if it is University City’s policy to issue ticket upon ticket without trying to <br />resolve the presenting problems. Chief Adams said that it is the policeman’s job to get <br /> <br />
