Chief Adams said <br />that could be a possibility and ultimately wanted to be sure that the Council was <br />comfortable with this obvious system, being placed where people enter City Hall. <br /> <br /> <br />J. UNFINISHED BUSINESS <br /> Resolution 2008 – 4 <br />University Heights Neighborhood Improvement District <br /> <br />Mayor Adams stated there had been some modifications to this resolution, which was <br />presented at the last Council meeting. Mr. Sharpe, Jr. asked if any of the modifications <br />affected any of the residents whose homes faced Delmar Boulevard. Ms. Feier said that <br />any modifications made did not change any of the proposals originally made. She <br />basically wanted Council to know the level of their authority included making <br />amendments to the resolution presented to them. <br /> <br />Mr. Glickert moved for approval of the resolution as modified, was seconded by Ms. <br />Ricci and was approved unanimously. <br /> <br /> <br />K. NEW BUSINESS <br />RESOLUTION- none <br /> <br />BILLS <br />Introduced by Mr. Wagner <br />1. BILL 8980 — <br />An ordinance of the City of University City, Missouri, repealing Chapter <br />8.12 of the Municipal Code, enacting in lieu thereof a new Chapter 8.12 relating to <br />solid waste management and disposal, and establishing collection fees. <br /> <br />Ms. Ricci moved to amend the last line in Exhibit B for clarity, “f. Public or private <br />institutions with city service:” and the remaining part of the sentence removed. A formatting <br />line was also removed. <br /> <br />Mayor Adams said it had been noted. <br /> <br /> <br />L. CITIZENS’ COMMENTS <br />Rev. Bessie Brown, 6627 Bartmer Ave. <br />Rev. Brown was concerned with the City’s redevelopment plan in the North East quadrant. <br />She wanted to know if the Council was only interested in empty lots or vacant houses in the <br />area of Bartmer and Crest. Rev. Brown felt the citizens on Bartmer and Crest were not <br />made aware of the City’s plan for this area. <br /> <br />Richard Dockett, 6844 Crest Ave. <br />Mr. Dockett thanked the Council for their working to improving the quality of life of all <br />citizens. He said the residents of the Northeast quadrant wanted a diversity of all housing: <br />low, middle, and high. <br /> <br />
