Session 1867 <br />January 27, 2003 <br /> <br />Ms. Welsch went on record as being in favor of the move and also on record as <br />to her friendship with the owner. <br /> <br />Mr. Munkel moved to approve the issuance of the license. It was seconded by <br />Mr. Sharpe. The motion was carried unanimously. <br /> <br />AGENDA ITEM # 5 - RESOLUTION ADOPTING THE INVESTMENT POLICY <br /> <br />FOR THE CITY OF UNIVERSITY CITY: <br /> <br />Ms. Welsch moved to approve the resolution and Mr. Sharpe seconded. <br /> <br />Mayor Adams stated that the purpose of the resolution was to bring the City in <br />alignment with recent state law. <br /> <br />A vote was held and the motion was carried unanimously. <br /> <br />AGENDA ITEM # 6- WHETHER TO SET A DATE FOR A PUBLIC HEARING <br /> <br />DATE ON A RESOLUTION ON CIVIL LIBERTIES: <br /> <br />Mr. Ollendorff stated that a date for a Public Hearing on a resolution on civil <br />liberties had been set for February 24, 2003 at 7:30 p.m. <br /> <br />The Mayor questioned the appropriateness of having a public hearing before a <br />resolution has been written but would defer to the Council. <br /> <br />Mr. Wagner moved in favor of accepting the proposed date. The motion died for <br />lack of a second. <br /> <br />CITIZEN COMMENTS: <br /> <br />Mayor Adams then called on citizens who had come to make a statement. <br /> <br />Margaret Johnson, 7509 Gannon, asked Council to consider a resolution <br />directing that the police, librarians, and other city officials not violate the Bill of <br />Rights and the Constitution in its dealings with citizens <br /> <br />Wilma Kennell, 1332 Purdue, praised the University City Public Library. She <br />stated that, according to the Patriots Act, federal agents could obtain records of <br />what citizens borrow from a library without judicial oversight and librarians cannot <br />inform those citizens. She wanted to know what the library's policy will be about <br />compliance. <br /> <br />Tim Michels, 7038 Cornell Avenue, described the Patriots Act as Orwellian. He <br />was alarmed about special registration requirements for certain groups by the <br />federal government. He expressed support for Mr. Lieberman's draft resolution <br />and that asked that the term citizens include legal residents. <br /> <br /> <br />
