Session 1867 <br />January 27, 2003 <br /> <br />Richard Dockett, 6844 Crest Avenue, recounted an incident when his house was <br />surrounded by the police because of false report. He said that the Patriot Act <br />was anti-human rights and called for its repeal. <br /> <br />Kathy Straatman, 6823 Crest Avenue, stated her support for a resolution about <br />the Patriots Act and spoke about the effect that loitering had on property values. <br /> <br />CIVIL LIBERTIES RESOLUTION REQUEST: <br /> <br />Mr. Lieberman moved to place his resolution proposal as presented to the <br />Council at the earlier study session this evening on the upcoming docket. <br />Welsch seconded the motion. <br /> <br />MS. <br /> <br />Mr. Ollendorff explained that in order to add an item to the agenda or docket, an <br />unanimous positive vote is required. <br /> <br />The roll call vote was as follows: AYES: Mr. Lieberman, Ms. Welsch, Mr. Sharpe. <br />NAYS: Ms. Colquitt, Mr. Munkel, Mr. Wagner, Mayor Adams. The motion failed 4 <br />to 3. <br /> <br />Mr. Wagner stressed that this should be discussed further and a public hearing <br />scheduled. He strongly feels that this version is entirely too politically polarizing <br />and would be the incorrect stance for this non-partisan Council to take. <br /> <br />Mr. Sharpe moved that Mr. Lieberman's proposed resolution be placed on the <br />February 10th docket for further discussion to be adopted. Mr. Lieberman <br />seconded the motion, which carried six to one, with Mr. Wagner voting Nay. <br /> <br />CITY CLERK'S DOCKET: <br /> <br />BILLS FOR SECOND AND THIRD READINGS: <br /> <br />BILL 8638 - AN ORDINANCE APPROVING A FINAL <br />SUBDIVISION PLAT OF A TRACT OF LAND TO BE KNOWN AS <br />7037 AMHERST CONDOMINIUM AND LOCATED AT 7037 <br />AMHERST. <br /> <br />The bill was given its second reading. <br />The bill was given its third reading. <br /> <br />Ms. Welsch moved to adopt and Mr. Sharpe seconded the motion. The <br />roll call vote was as follows: AYES: Ms. Colquitt, Mr. Munkel, Mr. Wagner, <br />Mr. Lieberman, Ms. Welsch, Mr. Sharpe, Mayor Adams. NAYS: none. <br /> <br />Bill 8638 passed unanimously and became Ordinance number 6409. <br /> <br /> <br />
