Session 1867 January 27, 2003 Richard Dockett, 6844 Crest Avenue, recounted an incident when his house was surrounded by the police because of false report. He said that the Patriot Act was anti-human rights and called for its repeal. Kathy Straatman, 6823 Crest Avenue, stated her support for a resolution about the Patriots Act and spoke about the effect that loitering had on property values. CIVIL LIBERTIES RESOLUTION REQUEST: Mr. Lieberman moved to place his resolution proposal as presented to the Council at the earlier study session this evening on the upcoming docket. Welsch seconded the motion. MS. Mr. Ollendorff explained that in order to add an item to the agenda or docket, an unanimous positive vote is required. The roll call vote was as follows: AYES: Mr. Lieberman, Ms. Welsch, Mr. Sharpe. NAYS: Ms. Colquitt, Mr. Munkel, Mr. Wagner, Mayor Adams. The motion failed 4 to 3. Mr. Wagner stressed that this should be discussed further and a public hearing scheduled. He strongly feels that this version is entirely too politically polarizing and would be the incorrect stance for this non-partisan Council to take. Mr. Sharpe moved that Mr. Lieberman's proposed resolution be placed on the February 10th docket for further discussion to be adopted. Mr. Lieberman seconded the motion, which carried six to one, with Mr. Wagner voting Nay. CITY CLERK'S DOCKET: BILLS FOR SECOND AND THIRD READINGS: BILL 8638 - AN ORDINANCE APPROVING A FINAL SUBDIVISION PLAT OF A TRACT OF LAND TO BE KNOWN AS 7037 AMHERST CONDOMINIUM AND LOCATED AT 7037 AMHERST. The bill was given its second reading. The bill was given its third reading. Ms. Welsch moved to adopt and Mr. Sharpe seconded the motion. The roll call vote was as follows: AYES: Ms. Colquitt, Mr. Munkel, Mr. Wagner, Mr. Lieberman, Ms. Welsch, Mr. Sharpe, Mayor Adams. NAYS: none. Bill 8638 passed unanimously and became Ordinance number 6409.
