Mr. Munkel called the question on the amendment.

The motion to approve the amendment carried unanimously.

Joe Edwards, 6309 McPherson, stated that a Loop Special Business District
meeting was recently held among all parties associated and affected by the
impending Metrolink construction. MetroLink's representatives made a well
thought out presentation concerning the traffic and detour concerns and
afterwards, all thought their plan made sense. The letter from City Hall received
the very next day, which made suggestions and demands - some of which, were
shocking, came as a distressing surprise to him and many others. He couldn't
understand why City Hall's position was not made known at the earlier meeting,
which was attended by City Hall representatives. No one could possibly benefit
from City Hall's suggestions. Traffic would be snarled on Delmar, Skinker and
Bib Bend and would become an enforcement nightmare for the police. It would
also alienate visitors coming to The Loop whether they are first-time visitors or
longstanding patrons. It would hurt Loop businesses and impede resident's
ability to get to and from their homes. It goes counter to everything people are
trying to accomplish to make a difficult situation go as smoothly as possible. Mr.
Edwards continued to say that with these concerns said, he is confident that we
will all move forward in a sensible, practical way via the University City Council.
With highway 40 as the main alternate route and with local signs containing
positive wording pointing out other through-routes such as Olive Street Road, we
are hopeful of making the best of this situation. He urges the Council to vote on
this bill this evening.

Eric Friedman, 7010 Washington and a commercial developer. He appreciates
the Council's time and efforts working on the project. It was by accident, that he
was apprized of the City Hall letter. This letter is totally inappropriate. The
citizens and businesses deserve much better than our City Manager has
provided and deserve an explanation and an apology. There is no reason why
our community should be seen as a community not to be seen or not to be come
to. We pay too much money in taxes to allow this and we should demand higher
standards from our supposed public servants. This letter caused great
embarrassment for us to the County Executive, Bi-State, County Council
because of its very inappropriate nature.

Responding to Mr. Munkel, Mr. Ollendorff said that if you look at a map, our city
limit jogs so that Forest Park Parkway ends up to the west of the City limits.

BILLS FOR INTRODUCTION:

1. A bill was introduced by Ms. Welsch, entitled:

AN ORDINANCE APPROVING A FINAL SUBDIVISION PLAT OF A
