A letter that he authorized and approved and helped to write <br />was meant to be a list of suggestions and possibilities to be looked at and was <br />not meant to imply or state that we had any intention of closing any street. We <br />are interested in reviewing suggestions with our partners at Bi-State and he is <br />positive that a satisfactory conclusion will be reached. The letter, which caused <br /> <br />great consternation among those whose friendship we value, was his <br />responsibility and should have been worded much differently than it was. <br /> <br />Mr. Wagner moved the amendments. Mr. Sharpe seconded the motion. <br /> <br />Responding to Mr. Lieberman, Mr. Ollendorff said that we will see sketches and <br />drawings ongoing throughout the process. <br /> <br />Mr. Wagner said that the amendment to Section IV was a good one, but he <br />hopes that Bi-State will continue to be respectful and responsive to the citizen's <br />requests during this process. Furthermore, he doesn't see a full restoration <br />statement, which he specifically requested at the Saturday study session <br />meeting. He wants to make sure that whatever Bi-State tears down will be <br />restored to its equal or better condition. Mr. Ollendorff said that the ordinance <br />already states that the contractor must obtain permits from the City for any <br />construction work and we will require proper reconstruction as a result of a <br />permit being issued. Mr. Wagner doesn't see this exactly worded, but hopes Mr. <br />Ollendorff remembers that reconstruction must be handled properly. Mr. <br />Ollendorff agrees with Mr. Wagner. Bi-State representatives are here this <br />evening and he is sure that they are taking good notes. <br /> <br />Don Karban, Jacobs Civil Engineering, is a consultant for Bi-State on this <br />project. Mr. Wagner's concern is dealt with through the permit process as Mr. <br />Ollendorff explained. In order to get a permit, we have to provide plans that show <br />the construction work, but also must include the reconstruction work elements, <br />as well. <br /> <br />Ms. Welsch asked Mr. Karban if delaying the vote on this bill tonight would <br />cause any problems with their construction schedule. Mr. Ollendorff said that is <br />should not pose a problem for them if it is approved by April 7th, anything later <br />could jeopardize the schedule. We could schedule the Council for a special <br />meeting to approve it, if the time frame becomes a problem. Ms. Welsch asked <br />if the traffic and detour issue will be resolved by the time the Council next meets <br />on this. Mr. Ollendorff was confident that it will be. Mr. Karban would appreciate <br />any expedition of the ordinance that the Council could provide. <br /> <br />Mr. Wagner believes the traffic and detour issue is extremely important and <br />could become a huge nightmare if not handled properly and carefully. <br /> <br /> <br />
