Session 1878 <br /> <br />MINUTES OF THE UNIVERSITY CITY COUNCIL <br /> <br />April 28, 2003 <br /> <br />At a duly posted special session of the City Council of University City held in the <br />Council Chambers of City Hall, Monday, April 28, 2003, Mayor Joseph L. Adams <br />called the meeting to order at 6:30 p.m. In addition to the Mayor, the following <br />members of Council were present: <br /> <br />Ms. Cassandra Colquitt <br />Mr. Wayne A. Munkel <br />Mr. Robert Wagner <br />Mr. Lawrence Lieberman <br />Ms. Shelley Welsch <br />Mr. Arthur Sharpe, Jr. <br /> <br />City Manager, Mr. Frank Ollendorff, was also in attendance. <br /> <br />PROP K. PROPOSAL DISCUSSION: <br /> <br />The City Manager stated that the Council would meet on Saturday, May 3, 2003 <br />to review recommendations. He presented a one page report from the Parks & <br />Recreation Commission endorsing the Prop K Committee's recommendations. <br />Mr. Ollendorff requested that Council submit questions by Tuesday, April 29, <br />2003 to provide staff sufficient opportunity to get answers in time for the <br />Saturday study session. <br /> <br />Mr. Robert Winter spoke as a representative of the Prop K Committee about their <br />recommendations for Phase I pool renovations and fitness center expansion. He <br />reviewed the circumstances that lead to the formation of the Committee from the <br />Proposition voted on in November, 2002 and listed the sub-committees formed to <br />assist in the research, data gathering and information dissemination. The sub- <br />committees were: <br /> <br />1. Advocacy meeting group <br />2. Focus meeting group <br />3. Neighborhood meeting group <br />4. Existing facilities group <br />5. Public information group <br />6. Concept synthesis group <br /> <br />Their recommendations were divided into two phases: <br /> <br /> <br />
