Session 1886 <br />May19,2003 <br /> <br />MISCELLANEOUS: <br /> <br />State Senator Joan Bray reported on the State legislative session: <br />· Passed tougher nursing home regulation bill <br />· Passed bill on Sales Tax holiday and noted that there is an "opt-out" option for <br /> municipalities <br />· Sewer lateral bill allows fees to be up to $50.00; condominium problem was <br /> worked out <br />· Election filing was moved up a week <br />· Downtown Stimulus Act <br /> <br />Mayor Adams asked if the State projected the effect on Missouri of the proposed <br />Federal tax cut. <br /> <br />Mr. Lieberman clarified that a vote of the people was needed to increase the Sewer <br />Lateral Fee from $28.00 to up to $50.00. <br /> <br />Mr. Wagner inquired if the Governor planned to veto the Concealed Weapon law <br />and if his veto could be sustained. Ms. Bray stated that the deciding vote rested on <br />one senator and the outcome could not be predicted. <br /> <br />Mr. Munkel wanted to know if there will be any effort to reform the tax structure in an <br />upcoming session since the current one does not give Missouri the capability to <br />raise the income needed;. Ms. Bray replied that while there are structural problems <br />because of numerous exemptions, the provision that any revenue over $175M has <br />to go to the people won't change. <br /> <br />Mr. Sharpe inquired how the State would reconcile two different versions of its <br />budget status. Ms. Bray replied that the decision rests with the Governor who has to <br />sign a balanced budget. <br /> <br />AP POI NTM ENTS/R EAP POI NTM ENTS: <br /> <br />Councilmember Welsch moved the re-appointment of Ms. Susan Schafers to the <br />Traffic Commission for a term ending January 21, 2006.
