Session 1888
June 2, 2003

education campaign.

Mr. Munkel thanked the speakers for their testimonies and contributions. He
observed that integrated programs require surveillance. He favored a ban on
routine spraying but noted that integrated systems require the use of some
spraying.

Mr. Wagner urged the Council to consider spending the amount budgeted for
spraying on an education campaign instead.

Mr. Lieberman stated that Illinois reported 884 cases of West Nile and 64 deaths
(20%). Missouri reported 168 cases, 7 deaths (70% of which occurred in the St.
Louis Area). He was in agreement with preventive measures but pointed out that
there is water than cannot be eliminated (sidewalk cracks, flower beds, River des
Peres). He supported more larvaciding and spraying only if the problem became
severe enough.

CITIZEN COMMENTS:

Mary Hart, 6901 Cornell, stated that the residents at Brentmoor Place (a senior
complex) want to recycle and asked how to start. She reported on the
Cardiovascular Community Wellness Project (Friends for Fitness) survey; the
main environmental barriers to physical fitness for seniors were 1 ) the lack of
hiking, walking and biking trails. 2) the lack of access to indoor-outdoor facilities
for exercise and 3) crosswalk safety and the perception or real fear of crime.
She said that she would prepare a report. Ms Hart also announced a kick-off
Community Awareness event to be held on the 3rd weekend in June; it will
include a series of on-going events that promote physical activity

Barbara Heise, 920 Golf Course Drive, requested information on the resolution of
the August 27, 2002 issue, the April 11,2003 incident and the status of 6901
Bartmer.

Kathy Straatman, 6823 Crest, came as a spokesperson for the Roth-Grove
Neighborhood Association. She commended Lehman Walker, Andrea Riganti
and the staff of the Planning Department for their efforts on the Northeast Plan.
Ms. Straatman maintained that the overcrowding situation at 6814 Crest had to
be resolved to make the Plan work.

Mr. Munkel asked how many bedrooms were in the house. Ms. Straatman
answered that she believed there were 2 or 3.

Ms. Welsch requested an update from the City Manager on the matter.

Page 9
