<br />second and third readings of this ordinance would occur at the next City Council meeting. <br />Ms. Riganti stated that given this revision, the Final Development Plan Amendment for <br />Crown Center for Senior Living was before the Plan Commission as per a recommendation <br />by the City Attorney. The Plan Commission may vote if they so wish. <br /> <br />Mr. Riganti explained the revised proposal and showed slides of the site and surrounding <br />properties. She compared the site plans of the original and the revised submissions, and <br />stated that staff recommended approval. <br /> <br />David Lang, a former volunteer board member of Crown Center and legal counsel for the <br />proposed redevelopment, stated that Crown Center had met with Dan Wald and Preston <br />Amos, potential buyer of Mr. Wald’s property at 8500 Delmar Boulevard, and C.B. Richard <br />Ellis, real estate brokers, on August 24, 2017 to discuss the proposed redevelopment project. <br />He stated that they had decided to revise the site plan of the redevelopment so that the north <br />most point of the proposed building would be 30 feet south of the north property line. He <br />stated that Mr. Wald confirmed that he had accepted the proposed revision. <br /> <br />Mr. Lang further explained the extensive notification process to nearby property owners and <br />residents via receipt mail using taxing addresses and entities that own property as by the <br />Secretary of State website. He stated that they did not receive receipts from Dan Wald or <br />the property owner of 8351 Delcrest Drive, the daycare east of Crown Center, and had sent <br />further notification to their personal residences. He stated that they also sent notice to the <br />Secretary of State, and that if the receipts from the notices sent to the property owner <br />addresses are returned in the future, they would adhere to the Missouri State Statute. Mr. <br />Lang provided staff with a document of copies of the notification receipts sent (attached to <br />the minutes as part of the record). <br /> <br />Questions / Comments / Discussion by Plan Commission: <br /> <br /> <br />-The Commission questioned the new phasing of the revised Final Development Plan <br />Amendment. Mr. Lang confirmed the new phasing scheme with the site plan slides. He <br />further stated that residents will be able to stay in the existing Tallin building and then <br />moved into the new first phase of the redevelopment before construction on the second <br />phase commences. <br /> <br />-How do you know that the property owner of the daycare did not receive notice? Mr. Lang <br />stated that the owner of the daycare is Ferris Capital Group, of which Preston Amos is <br />involved. He stated that Mr. Amos mentioned that he did not receive notification at Crown <br />Center’s meeting with Dan Wald on August 24, 2017. <br /> <br />-Are you satisfied with the new site plan? Mr. Lang stated that there are pros and cons to <br />each site plan, although they are pleased with the new revisions. It was also confirmed that <br />there was no reduction of parking spaces in the revised site plan. <br /> <br />Ms. Riganti was asked to restate the process associated with the revised Final Development <br />Plan Amendment. She stated that the first reading of the ordinance adopted by City Council <br />was September 25, 2017, which will be followed by a second and third reading at a <br />subsequent City Council meeting.
