Session 1890

MINUTES OF THE UNIVERSITY CITY COUNCIL

July 1, 2003

At a duly posted special session of the City Council of University City held in
Room 6, second floor of City Hall, Tuesday, July 1, 2003, Mayor Joseph L.
Adams called the meeting to order at 1:00 p.m. In addition to Mayor Adams, the
following members of Council were present:

Ms. Sandi Colquitt (1:19 p.m.)
Mr. Robert Wagner
Mr. Lawrence Lieberman
Ms. Shelley Welsch
Mr. Arthur Sharpe, Jr.

Mr. Frank Ollendorff, the City Manager, and Thomas Moton, Jr., Assistant to the
City Manager, was also in attendance. EXCUSED: Mr. Wayne Munkel.

Mr. Ollendorff asked the Council to consider adding an agenda item concerning
the 1-170 Interchange and the City of Olivette.

Ms. Welsch moved to add this item to the agenda. Mr. Sharpe seconded the
motion, which carried unanimously.

AGENDA 1:1-170 INTERCHANGE AND CITY OF OLIVETTE:

Mr. Ollendorff informed Council that the City was slated to get a new 1-170
Interchange at Olive next year. The plans were approved at public meetings a
couple of years ago. The preliminary design work is going on right now. He read
in the paper that the Olivette City Council does not like some of the plans. MoDot
planned to widen the off ramp going west and they are going to add another lane
to Olive because it backs up on the ramp now. They need the lanes to get the
traffic out west. Olivette doesn't like that, because it adds a lane on the north side
of Olive and there are merchants there. The merchants are upset and do not
want to give up any property. Secondly, it cuts off the Hilltop neighborhood from
Olive, where they would have to go out of their way to get back to it. The Olivette
City Council is telling the State to kill the project, because they aren't happy with
the plans. We do not agree with this. He suggests that a courteous letter be
drafted to be sent to the Olivette Council. He explained that this is a political
issue, not a staff issue. He would like to get our foot in the door for the Mayor
and/or Council to talk to their Council about this.

Responding to Mr. Lieberman, Mr. Ollendorff felt that the State was open to
some plan modifications still. Further, Mr. Lieberman asked if the State would
