Session 1890
July 1, 2003

revise the plans if the both U. City and Olivette agreed. Mr. Ollendorff believed
SO.

Ms. Welsch asked if what the State had designed is what the City Council had
agreed to. Mr. Ollendorff assumed so. Ms. Welsch advised to do what was
necessary to get the door open. She also reminded Mr. Ollendorff about talking
to MoDot about maintaining that overpass, which they wouldn't at the time, for
the bike trail. They would love to have that back in if they are going to have to
redesign the interchange area.

Responding to Mr. Sharpe, Mr. Ollendorff said that Olivette is saying that the
State is taking good care of all of the traffic but at the expense of our businesses
and neighborhoods.

Mayor Adams noted that if we want to see Olive Blvd. redeveloped that this
project is very important.

Mr. Wagner thought that sending the letter would be fine. He thinks that there
are other ways to configure the interchange and get the same results, since there
is another side of the street there. MoDot came to the last Olive Street Business
meeting and their Chief Engineer presented their plan on this and asked for
comments. They weren't telling us that the design was final.

Mr. Sharpe wondered if our engineers could somehow look at the plan and come
up with our own alternatives. Mr. Ollendorff said that the State has their own
experts and they will probably not want our engineer's advice. Mr. Wagner also
believes the ball is in MoDot's court.

Ms. Welsch clarified that we will go to them and determine their needs and
concerns and then both U. City and Olivette would both go to MoDot together.
Mr. Ollendorff stated that this is the idea.

Ms. Welsch suggested that they add a sentence to the letter noting that someone
of import, the Mayor perhaps, would be calling them within a certain timeframe
otherwise we would be waiting for them. Mr. Ollendorff and the rest of the
Council agreed.

The sense of the Council was for Mr. Ollendorff to send the letter to the Olivette
City Council.

AGENDA #2 - POOL CONTRACT:

Mr. Ollendorff said that we needed this special meeting on the pool contract to
clarify a few issues in order to keep the project on schedule. There are two
decisions that the Council needs to make. One is on the cost and feasibility of
the three meter diving board. The cost will be about $80,000 and is feasible to

Page 2
