Session 1890 <br />July 1, 2003 <br /> <br />do. We will get a new diving well for one each, insured, that will fit one meter and <br />three meter diving boards. Current depth does not meet specifications for a one <br />meter board. Most of the money is to build the new well. The existing one meter <br />depth is not deep enough according to current standards. <br /> <br />Ms. Welsch moved approval to dig the deeper well to satisfy depth requirements <br />for both one meter and three meter boards and to install the 3 meter board. Mr. <br />Sharpe seconded the motion, which carried unanimously. <br /> <br />Mr. Ollendorff said that the other decision the Council needed to decide on today <br />was for the ramp for people of all levels of disabilities. The ramp will go next to <br />the steps and then it is lays parallel to the side of the pool. Initially, we had <br />envisioned that the ramp would be installed out into the pool. The engineers say <br />that this is not feasible because of safety issues. It would be a three foot wide <br />ramp parallel to the pool. We wanted a ramp that was double this width, <br />however. The maximum ramp width is 36" between railings. The engineers say <br />that we can widen the ramp to 72" with a ramp down the middle. The cost for <br />this is estimated to be around $17,500. <br /> <br />Ms. Welsch believes that we need the wider ramp, because not only will it <br />address disability needs, but families with small children. <br /> <br />Mr. Wagner asked for clarification on the railings. Mr. Ollendorff said that there <br />would be a railing on each side and one down the middle. <br /> <br />Mr. Sharpe asked if the railings would prevent individuals from helping others <br />down the ramp. Mr. Ollendorff said that there were a couple of different sized <br />rails so that it would not prevent someone from reaching over the rail to assist <br />another person going down to ramp. It will prevent people going down side by <br />side only because there will be a rail between the two people. <br /> <br />Responding to Mayor Adams, Mr. Ollendorff said that the rules state that <br />handrails should be required on ramps. Handrails should include the following: 2 <br />handrails shall be provided and located 32" - 36" apart. <br /> <br />Responding to Mr. Sharpe, Mr. Ollendorff replied that all this ramp does is to take <br />an area out of the pool. It's placement here does not affect any other changes to <br />the pool. <br /> <br />Responding to Mr. Lieberman, Mr. Ollendorff replied that the double width does <br />not affect the depth of the pool at all. The only thing that will happen is that the <br />depth of the pool will effect its length. <br /> <br />Mr. Wagner said that the last time the Council met on this, the ramp was <br />supposed to go out into the pool. Mr. Ollendorff explained that he was exactly <br />right, yet when the engineers started to design it, the engineers said that it was <br /> <br />Page 3 <br /> <br /> <br />
