Session 1890 <br />July 1, 2003 <br /> <br />not advisable. Mr. Wagner wanted to see their explanation in writing. Mr. <br />Ollendorff continued saying that the engineers cautioned that the ramp going out <br />into the pool had dangerous angles that would represent safety concerns and <br />they recommended against designing the ramp in that way. Mr. Ollendorff said <br />that they had brought some plans out for Mr. Ollendorff to review and they <br />explained it to him then. Mr. Wagner inquired as to who was in this meeting. Mr. <br />Ollendorff responded himself, Mr. Moton, Ewald Winker, Cheryl Thompson and <br />the engineers. Mr. Wagner clarified that staff changed the ramp from what the <br />Council had wanted it to be. Mr. Ollendorff said that that was not the case. He <br />said that the Council didn't specify as strongly where the ramp was to be, but <br />how wide it was to be. Mr. Wagner disagreed. The Council indeed specified <br />where the ramp was to be. Mr. Ollendorff apologized but he maintained that, in <br />his mind, the location instructions were not that firm. <br /> <br />Ms. Welsch agreed with Mr. Wagner. They envisioned that if the ramp was in the <br />middle then the side, that the ramp is going on now, could be used for a lift and <br />for teaching. She also would like to hear the engineer's concerns about the ramp <br />not going out in the middle of the pool. <br /> <br />Mr. Ollendorff further explained to Mr. Wagner that the engineers gave them a <br />five minute explanation of the safety concerns, but they didn't write it down. Mr. <br />Wagner wants an explanation and he also wants the Prop K Committee to have <br />a chance to voice their opinion on it as well. Mr. Ollendorff will see to it. <br /> <br />Mayor Adams said that this was all fine, but if it is a safety issue, then this is a <br />moot point and asked Mr. Wagner if he agreed. Mr. Wagner agreed. He just <br />wants the opportunity to for everyone involved to be able to see the engineer's <br />explanation. <br /> <br />Mr. Ollendorff also noted that the City Council was forwarded all the comments <br />from Prop K on this plan, including the ramp, and no one commented on the <br />placement of the ramp. Ms. Welsch disagreed slightly by noting that they did <br />make some comments on the width. Mr. Wagner maintained that this was a <br />radical change and the explanation should have been made available in a <br />conspicuous manner to the Council. <br /> <br />Mr. Sharpe agreed with Bob, that from the last meeting, the City Council left the <br />meeting thinking that a ramp was going down the middle. But if the engineers <br />are saying that it isn't advisable due to safety reasons, whatever it may be, then it <br />should be changed. <br /> <br />Mr. Ollendorff broke in to announce that Thomas found his notes from this <br />meeting. The notes say, that for safety reasons meeting the FINA pool rating <br />standards, the ramp is to run along pool wall versus straight out into the pool <br />because going straight into pool will require extra lifeguards due to blind spots. <br /> <br />Page 4 <br /> <br /> <br />
