Memorandum
To: Ray Lai, City of University City
From: Dan Gardner, Principal

Date: May 29, 2015
Re: Summary of Comprehensive Plan
Working Group Results
Good afternoon Ray,
This memorandum provides a summary of the Working Groups that were convened as part of the
Comprehensive Plan process for University City.
It should be noted that these summaries do not represent recommendations from the consultant team.
Rather, they represent the discussion among the working group participants as recorded and
summarized by their respective facilitators.
We have assembled the summaries into this memorandum for distribution to the Comprehensive Plan
Advisory Committee (CPAC) in advance of the meeting on June 2, 2015.
Working Group Process
The summaries represent the output of a significant effort on behalf of City staff, CPAC, and residents to
identify local initiatives to achieve the community’s vision. To do this, the following process was
undertaken:
Consultants from Houseal Lavigne Associates provided instruction for City staff and facilitators to
ensure that a consistent format would be followed.
On February 5, 2015, the City hosted the first working group meeting, which included breakout
session for all working groups.
Subsequent breakout sessions for each working group were coordinated individually and
conducted by respective facilitators.
Facilitators drafted summaries of their respective working groups based on notes taken on easel
pads and submitted by individual participants.
City staff reviewed the working group summaries and transmitted them to Houseal Lavigne
Associates.
Future Steps
The consulting team is using the working group input to formulate goals, objectives, and policies
related to various Comprehensive Plan elements.
Preliminary recommendations are expected to be ready for CPAC review later in the summer.
CPAC Meeting on June 2
The purpose of the CPAC meeting on June 2 is to provide an update of what was discussed in each working
group. Houseal Lavigne will give a brief description of how the process was designed, then each working
group facilitator will provide a summary of the major themes and ideas discussed.
Houseal Lavigne Associates – University City Comprehensive Plan
