Meeting Purpose: <br />The purpose of this meeting was tointroduce the members of this newly formed advisory <br />committee to the Comprehensive Plan Update Project and Process. The projectconsultant <br />teamprovided the group with a brief overview of how the update process will work, <br />explained the various components and key elements of the plan and answered any questions <br />the committee had regarding the plan update and schedule. <br />Presentation <br />Ms.Moran, Chairperson of the CPAC, opened the meeting by providing the group with a <br />welcome and brief overviewof how this planning process was designed. She explained that in <br />2013, one of the PlanCommissionstanding committees, known as the Comprehensive Plan <br />Committee (CPC), established the primary goal and objectiveto work closely with City Staff <br />and help them to develop a plan update process that wasinclusive,engaged adiversitygroup <br />of residents, businesses and commercial property ownersand, completely transparent.She <br />stated that University City’s comprehensive plan was last updated in 2005 and though it is not <br />mandated by the City’s Charter, State Statue or other ordinance that an update be done, it is <br />a good practice to update the plan periodically in order to reflect changes to the social, <br />economic and physical conditions ofthe city. <br />Ms. Moranthen provided the group with an overview of what their rolesand responsibilities <br />will be as members of this advisory committee. She explained that over the next 18 to 24 <br />months, this group will be expected to work closely with city staff and participate in multiple <br />meetings with the planning consultant team, help to facilitate smaller issue specific <br />workgroups/subcommittees, review materials and attend public workshops and meetings. <br />Dan Gardner,Project Manager of the PlanConsultant Team, provide an overview of the plan <br />update process. Hereviewedthe purpose of comprehensive plans and how this update can <br />assist the city when it isgoingafter various grants and funding. He explained that going <br />through the plan update process helps the city to determine where investments are and <br />should be made inthe community. Mr. Gardnerstatedthat the role of the CPAC is to vet <br />everything that goes public. He stated that the planconsultant team will not release <br />anything to the public until they have had time to review it. This groupwill be the sounding <br />board for the plan. It is envisioned that the CPAC will send recommendations to the CPC, who <br />will make recommendationsto the PlanCommission,whichwill then make and submit their <br />recommendations to the City Council for consideration ofapproval. <br />How canpeopleget involved? <br />As a member of the CPAC, one of the members’roles is to share information presented at the <br />meetingswith others in the community and encourage them to get involved. Mr. Gardner <br />reiterated to the group that one of their roles as a member of this committee would be to <br />serve as a keyconduit to getting others involved in the process. He then reviewed how the <br />plan will be developedandindicated that AD will be on the ground conducting some of the <br />community workshops and focus groups. <br />Mr. Gardnerthen briefly discussed the approved scope of work forthe project.He noted that <br />the team is looking at hosting a community vision workshop for everyone to present and share <br />their vision for the community.He then took the group through a quick issue identification <br />exercise similar to what members of the public would go through at the public meeting to be <br />2 <br /> <br /> <br />
