Residential Vision <br /> <br />University City has vibrant, livable and walkable neighborhoods with a <br />balanced, diversity of housing choices in all price ranges and design options <br />that encourage social and economic diversity throughout. <br /> <br />1. <br />bĻźŭŷĬƚƩŷƚƚķ wĻǝźƷğƌźǩğƷźƚƓ <br /> <br />Goal: Continue to reinvest in neighborhoods to maintain and enhance a high quality of life for all <br />residents. <br />Encourage the creation of new and support strong neighborhoods associations to guide <br /> <br /> <br />revitalization activity within neighborhoods <br />coalesce around a neighborhood specific of standard, and develop community- <br /> <br /> <br />based regulations to codify this standard, ensuring its implementation and maintainability. <br />Give highest priority to new revitalization activity in the 3rd Ward of the city where <br /> <br /> <br />disinvestment continues to occur <br />work with neighborhood association and residents to clearly define and articulate what <br /> <br /> <br />neighborhood revitalization means and what best practices are available to achieve their goals <br />maintain quality housing throughout the city by identifying and clearly promoting resources <br /> <br /> <br />available for residents to improve their homes and neighborhoods <br /> <br />hold property owners accountable for the condition of their property through sensitive code <br /> <br /> <br />enforcement <br /> <br />ensure multi-family units are maintained by landlords <br /> <br />invest in creative supports for neighborhood revitalization, including supporting neighborhood <br /> <br />associations, CDCs, partnering with local institutions, and incentivizing residents to live and work <br /> <br />in the city <br />Require "community benefit agreements" that support neighborhood revitalization, on all <br /> <br /> <br />commercial or residential developments incentivized by the city (i.e.TIFs, tax abatement, etc.) <br />encourage homeownership or equivalent forms of ownership (cooperatives, renter equity, shared <br /> <br /> <br />housing, etc.) to stabilize neighborhoods in the city <br /> <br />set up alternative local control mechanisms (land trust, cooperatives, land banking, etc.) for <br /> <br /> <br />more community control over neighborhood vitality. <br /> <br /> <br />encourage creation of CDCs in neighborhoods to guide revitalization activity where warranted <br /> <br /> <br />work with surrounding municipalities to support neighborhood redevelopment, especially in the <br /> <br /> <br />NE parts of the City. <br /> <br /> <br />leverage city, state and government assets to support revitalization and redevelopment <br /> <br /> <br /> <br />
