<br /> <br />Land Clearance for Redevelopment Authority (LCRA) <br />Meeting Minutes <br /> <br />October 11, 2017 <br />6:00 p.m. <br /> <br />The October 11, 2017 meeting of the Land Clearance for Redevelopment Authority was held in <br />th <br />the 4 Floor Conference room at City Hall, 6801 Delmar, University City. Approval of Minutes <br />The minutes for the November 12, 2015 meeting were approved unanimously. <br /> <br />Consideration of a Blight Analysis and Redevelopment Plan for 1351 N. Hanley <br />2. <br />Ms. Riganti explained the agenda item. The developer for 1351 N. Hanley, the former Nathaniel <br />Hawthorne School, submitted an application for tax abatement. The developer intends to <br />redevelop the former school into thirty-seven (37) market rate apartments and construct a ten <br />unit townhome building north of the existing school. In accordance with the state statutes for a <br />tax abatement through the LCRA, the first step in the process is for the City’s LCRA to consider <br />a blight analysis and redevelopment plan for the subject property. <br /> <br />Ms. Riganti asked members to refer to the blight analysis and redevelopment plan which were <br />included in the materials distributed to the LCRA before the meeting. <br /> <br />Matt Masiel, 7777 Bonhomme Avenue, with Screaming Eagle Development discussed the <br />redevelopment plan. The project includes the renovation of the vacant three story former <br />elementary school into 37 market rate apartments. The school building was recently listed on <br />the National Register of Historic Places and Mr. Masiel will be seeking historic tax credits to <br />assist with the renovation. The project also includes the construction of a new building to <br />include townhomes. Amenities for the project include a fitness center, resident lunge, kitchen, <br />grilling area and greenspace. The site plan for the development has been presented to the <br />surrounding neighbors, and will be formally considered by City Council at an upcoming meeting. <br /> <br />Mr. Austin Albert, a consultant with Development Strategies, discussed the blight analysis. The <br />redevelopment area suffers from several physical and economic deficiencies. These conditions <br />include interior and exterior deterioration, functional obsolescence, social liability, environmental <br />contamination and safety concerns. The existing conditions within the redevelopment area <br />meet the definition of a blighted area as outlined in Section 99.320(3) RSMo. <br />1 <br /> <br /> <br />
