CouncilmemberSmotherson stated in an attempt to conduct his own due diligence, this is <br />what he found on the Better Business Bureau's website, regarding ITN-St. Charles: <br />"The charitable organization either has not respondedto the written BBB request for <br />information or has declined to be evaluated in relation to the BBB's standards for charity <br />accountability. Charity participation in a BBB review is voluntary, however, without the <br />requested information it is not possible to determine whether this charity adheres to all of <br />the BBB's standards for charity and accountability."He stated that the point is, more <br />information is needed about this charity and the services they provide. From a personal <br />standpoint, he does not understand why U City needs to have its own mode of <br />transportation or be committed to a specific organizationwhen other means are available. <br />Mayor Welsch clarified that ITN was not a charity, in that the transportation they provide is <br />not a contribution to those in need. Individuals are required to become a member and <br />thereafter, pay for services rendered. And while she would agree that there are other <br />means available, none of them offer servicesto seniors24/7. <br />Voice vote on Mayor Welsch's motion to amend failed by a vote of 4 to 2. <br />CouncilmemberJennings made a motion to approve the budget as amended, the motion <br />was seconded by CouncilmemberCrow. <br />Roll Call Vote Was: <br />Ayes: <br />CouncilmemberSmotherson, CouncilmemberJennings, Councilmember Carr, <br />CouncilmemberCrow, CouncilmemberMcMahon and Mayor Welsch. <br />Nays: <br />None. <br />Introduced by CouncilmemberJennings. <br />3.RESOLUTION 2017-10 <br />A:RESOLUTION AUTHORIZING THE ESTABLISHMENT OF <br />AUNIVERSITY CITY STORM WATER TASK FORCE. The motion was seconded by <br />Councilmember Carr. <br />Mayor Welsch pointed out that "Wheras,"had been misspelled throughout the <br />Resolution, and should be amended to read, "Whereas".She stated although she is in <br />support of establishing a Task Force, the language which states, "combined sewers," is <br />somewhatconfusing with respect to its relationship to stormwater. <br />Councilmember Carrstated the problem with stormwateris that it is invasive and <br />unfortunately, the river runs through a portion of all three Wards. The maps displayed by <br />MSD illustrated that the City is divided, almost in half, between a single sewer system to <br />the west, and a combined sewer system from themid to the east. Couple that with <br />MSD's request to disconnect residential downspouts from sewers; homes sited at lower <br />elevations; excessive rainwater, and now you have a clear picture of the City's problems <br />related to the overcharging of sewers, flooding, and basement backups. <br />Councilmember Carradmitted that she had been coming at this issue the wrong <br />way. She stated when she first learned that Ladue had developed a Stormwater Master <br />Plan,her thought was that that's what U City ought to do. When in fact, most cities with <br />similar stormwater issues have a citizen-led commission or task force to investigate and <br />examine these problems. <br /> <br />Page 8 of 16 <br /> <br />
