Session 1895
August 23, 2003

3. multi-purpose rooms
4. a lobby area
5. kitchen or heating facility
6. an expanded fitness center in the current foot print or in the new facility
7. an area for children (which could be a nursery or a play room)
8. extensive storage facilities
9. office space for staff and volunteers

10. a roof that is not flat

Ms. Colquitt returned to the meeting and asked if there was space designated for
the Sports Association.

Mayor Adams prefers referring to groups generally, without labels, so that no one
is over looked, but advised this was the purpose of these offices. He stipulated
they would not be assigned, but available for multiple uses.

Mr. Lieberman asked if the sauna would be included. Mayor Adams said it was
under consideration and he agrees with the administration side, but raised the
issue of hygiene factors and indicated they may affect the final decision about the
sauna and whirlpool. He further noted that saunas are not good for people with
some health problems.

Mr. Ollendorff said voters were promised high-level accessibility and high-level
security, both indoors and outdoors, and that both of these issues need to be
considered in plans.

Mayor Adams said the group had reach consensus, if not unanimity.

Ms. Welsch promised to continue expressing opinions, but she does not agree
with the consensus because she believes there should be a master plan first.

Some discussion followed about the nature and application of the St. Louis
County Park Grants. Mr. Sharpe asked if the Soccer Dome improvements could
be added to an existing grant, and Mayor Adams endorsed doing this on an on-
going basis, with these plans and with other facilities as the new master plan is
created. Mr. Sharp asked about the grant timeline and was advised by Mr.
Ollendorff that due dates fall in September or October, with notification of award
in January. He wondered if additional requests would diminish chances of being
awarded a grant, and was assured by Mr. Ollendorff that it would not. Mayor
Adams reminded members to observe the exact rules when preparing grants,
and asked about the frequency of grant cycles. Mr. Ollendorff responded there
are two this year, but only one next year, and Mr. feels there is a good chance of
receiving grant money for the soccer improvements.

Page 8
