Session 1896 <br /> <br />MINUTES OF THE UNIVERSITY CITY COUNCIL <br /> <br />September 15, 2003 <br /> <br />At a regular meeting of the City Council of University City, held in the Council Chambers <br />of City Hall, on Monday, September 15, 2003, Mayor Joseph Adams called the meeting to <br />order at 7:30 p.m. In addition to the Mayor, the following members of Council were <br />present: <br /> Mr. Wayne Munkel <br /> Mr. Robert Wagner <br /> Mr. Larry Lieberman <br /> Ms. Shelley Welsch <br /> Mr. Arthur Sharp <br /> <br />Also present was the Assistant City Manager, Mr. Thomas Moton <br />Excused: Ms. Cassandra Colquitt <br /> <br />PROCEDURAL DISCUSSION <br /> <br />Mayor Adams stated that although Ms Colquitt was absent due to a personal <br />commitment, she wanted to vote on Agenda item #4. Mayor Adams told her he would not <br />allow a proxy vote but would investigate one by telephone. The City Attorney, John <br />Mulligan, prepared his opinion in writing to assist Council Members with deciding this <br />matter tonight. Mr. Wagner opposes telephone votes as a general procedure, but would <br />allow it this evening as an extraordinary measure, not as a precedent. <br /> <br />Mr. Wagner moved to accept Ms. Colquitt's telephone vote as extraordinary, and Ms. <br />Welsch seconded the motion and amended it to describe it as "non-precedent setting." <br />The motion was passed unanimously. <br /> <br />MINUTES <br /> <br />Mr. Sharpe moved to approve the Minutes of the August 18, 2003 regular session. <br />Mr. Wagner seconded the motion and it carried unanimously. <br /> <br />Mr. Wagner moved to approve thee minutes of the August 23, 2003 study session. <br />Mr. Munkel seconded the motion, and it carried unanimously. <br /> <br />Mr. Munkel moved to approve the minutes of the September 4, 2003 special meeting. <br />Mr. Wagner seconded the motion, and it carried unanimously. <br /> <br /> <br />
