this property provided the grounds are enhanced and greatly improved in appearance. <br />Conditions should include regular litter policing of this site and adjacent areas; adequate <br />trash and refuse disposal systems and containers; installation of an approved exhaust <br />system and substantial landscaping; establishment of approved drainage system at the <br />south property line together with site proof fence or wall; hours of banquet operation <br />limited to 9 am until Midnight Sunday - Thursday and 9 am - 1:30 am; 11 am - 9:30 pm <br />restaurant hours; and bakery limited to 9 am - 7 pm. Applicant should understand that <br />additional limitations must be added to this conditional use permit before an alcoholic <br />beverage sales license would be considered. <br /> <br />Mr. Munkel moved to approve this permit. Ms. Welsch seconded the motion. <br /> <br />Ms. Welsch expressed her gratitude to those people who have taken positive action to <br />restore this lovely, old theatre building, and to maintain the original fagade... She <br />expressed pleasure that drawings make every effort to make the addition consistent <br />with the original fagade, which she hopes will eventuate. She envisions this building as <br />a vital entrance to the stretch of Olive Boulevard, from North and South to Highway 170, <br />and wishes the applicants great success. <br /> <br />Mr. Lieberman shared some history of this building. When it was the old Beverly <br />Theatre, the principal of Daniel Boone School, Hays Hope, made sweeps daily to round- <br />up students "necking" in the back row. <br /> <br />Ms. Welsch added that Esley Hamilton, member of the University City Historical <br />Commission, said it is the last Art Deco theatre in Saint Louis County, and then stated <br />her support for its preservation. <br /> <br />Mayor Adams asked if the structure has an asbestos problem, and Mr. Moton said he <br />would check. <br /> <br />Mr. Lieberman asked about enhancement and improvement of the grounds to the west <br />of the building, and if the owner agreed to these conditions. Jerry Warhf, Saint Louis <br />Design Alliance, 6014 Delmar, said the firm is aware of the conditions and agrees to <br />them. <br /> <br />Ms. Welsch said if there is asbestos in this building, there may be Brown Field Tax <br />Credits to help in removal, and Mr. Warhf said they are now. <br /> <br />The Conditional Use Permit was approved unanimously. <br /> <br />AGENDA ITEM #3 - Heman Park Recreation Center Final Concept <br /> <br />Mr. Moton recommended approval of this concept statement: University City's Heman <br />Park Recreation Facility will soon include a first-class two-court basketball gymnasium <br />with raised track, expanded fitness center, and refurbished enclosed soccer field. <br />Support facilities will include locker/shower rooms, storage spaces, offices for recreation <br />Page 4 <br /> <br /> <br />
