The motion was approved.

AGENDA ITEM # 5 Sewer Lateral Repair Proqram Policy -

The City Manager reported that the City would run short of funds in the Sewer
Lateral Repair program because of increased demand and higher prices. He
suggested increasing the deductible paid by the owner from $350.00 to
$500.00 and capping the total amount paid by the City to $5000.00. He stated
that staff is urging the state legislature to authorize cities to vote for increasing
the fee for this program.

After discussion, Mayor Adams summarized the options presented by
Councilmembers:

1. The original City Staff proposal to raise the deductible from $350.00 to
$500.00 and maintain the 10% with a maximum $5000.
2. Raise the deductible to $500.00, remove the $5000 cap and staff will
compute a percentage that would save the same amount of money as the
$5000.00 cap.
3. Raise the deductible to $500.00, establish a percentage between 15 and
20% with a cap that is higher than $5000.

The Council concurred with Mr. Ollendorff's final suggestion to increase the
deductible to $500, increase the co-pay between 15 and 20% which staff will
calculate and that would equal the estimated savings if there was a cap. This
would spread the shortfall among all the customers.

AGENDA ITEM #6 - (From Consent Calendar) Walton Road Bridqe Cost
Increase -

Mr. Ollendorff requested approval of an additional expenditure not to exceed
$80,000 for the Walton Road bridge replacement and advised Council that
there were adequate funds in the capital improvement budget for the over run.
He reported that the additional cost resulted from discovering that the suitable
rock base was deeper than anticipated.
