· Permitting projects in the Comprehensive Plan to apply for assistance <br /> with public improvements where T.I.F. is not available. <br />· Consideration for Property Tax Abatement on a case by case basis and <br /> can include a developer's request for an equivalent subsidy through <br /> T.I.F. <br />· Preference for a legal review of the primary financial sources for <br /> approved development projects. <br />· Assistance in obtaining available tax credits and/or lower interest rates. <br />· Developers' provision of project completion assurance. <br />· Substantial tax revenues during the subsidy period and jobs for <br /> University City citizens. <br />· Efforts to avoid revenue reduction during the acquisition/development <br /> phases. <br />· Use of Eminent Domain for parcels in or adjacent to developments <br /> designated in the Comprehensive Plan. <br /> <br />Ms. Welsch moved to accept these recommendations. Mr. Wagner seconded <br />the motion and it was approved unanimously. <br /> <br />AGENDA ITEM # 3 - Request for Permit to Solicit - Fund for Public Interest <br />Research (MoPIRG)- <br /> <br />The City Manager informed the Council that the Fund for Public Interest <br />Research planned to conduct a door-to-door campaign on behalf of MoPIRG <br />(Missouri Public Interest Research Group) for the period between April 9, 2003 <br />and April 30, 2003. This organization works on environmental and public health <br />issues and will collect financial contributions and petition signatures. They <br />certified that the cost of raising funds will not exceed 25% of the total amount <br />donated. <br /> <br />Their representative, Ms. Ashley Ferguson, 1228 Rachels Way, Belleville, IL, <br />came forward to answer questions. <br /> <br />Mr. Lieberman asked why they chose to solicit door-to-door rather than in front <br />of businesses. Ms. Ferguson replied that brief discussions with potential <br />contributors, in the home, were more productive than simply "money in the <br />bucket." <br /> <br />Mr. Wagner expressed concern about conducting solicitations after dark and <br />suggested that the organization move their plans to the summer months. Ms. <br />Ferguson informed him that the 80 homes they targeted resulted from previous <br />visits. <br /> <br />Ms. Welsch moved to grant the permit and Mr. Munkel seconded the motion. <br />The roll call vote was as follows: AYES: Ms. Colquitt, Mr. Munkel, Ms. Welsch, <br /> <br /> <br />
