Session 1899 <br />October 20, 2003 <br /> <br />AGENDA ITEM # 1 -CONSENT CALENDAR: <br /> <br />Mr. Ollendorff advised the first three items on the Consent Calendar were removed to <br />enable discussion. The only item remaining on the Consent Calendar would be the <br />WaldronNVellington Planter Petition and Contract. <br /> <br />Item #4 - WaldronANellinqton Planter Petition and Contract <br /> <br />Mr. Ollendorff recommended acceptance of petition and award of contract for <br />construction of a concrete planter island in the intersection of Waldron and Wellington <br />Avenues. The neighborhood improvement petition contains the signatures of two-thirds <br />of the property owners to be assessed and estimated $100 each. The recommended <br />bid for the project is $6,300 by Midwest Jacking and Construction Company. <br /> <br />Mr. Wagner moved to approve, Ms. Colquitt seconded the motion, and it passed <br />unanimously. <br /> <br />Mr. Ollendorff resumed discussing the first three items on the Consent Calendar. <br /> <br />AGENDA ITEM #2 (Pulled from Consent Calendar)-2004 Park and Recreation Fees: <br /> <br />Mr. Ollendorff recommended adoption of all fees a proposed by the Park Commission <br />and department in accordance with City Council budget decisions. Most fees and <br />rentals are increased up to 20% in order to cover more of our operating and <br />maintenance cost. All programs are still substantially subsidized by other revenue <br />sources for University City residents while non-residents charges more nearly match our <br />cost. <br /> <br />Ms. Welsch went on record saying the Council needs to look closely at all recreation <br />fees and that she made this point at an earlier Council meeting. She feels ball fields are <br />not charged enough. She was told in discussion of the special recreation center that <br />ball fields were off limits. The proposed fees of 50 cents to $1.00 per game are <br />incredibly Iow for a facility which takes up so much more space and has so much <br />potential. She reminded the Council that earlier this year they determined to charge <br />swimmers on the swim team more, individually. She told Mr. Ollendorff she <br />recommends re-evaluating of all fees and hopes when Nancy MacCartney, the new <br />parks director starts, that this will eventuate. She also told Mr. Ollendorff she had no <br />desire to stop these fee increases and that he was free to proceed. The summer <br />program, especially, needs to be re-evaluated, because "we are giving it away" and that <br />the Iow fees we charge are very cheap. She does not want to price the facilities out of <br />the reach of citizens yet she would like to see these programs become more self- <br />supporting. She also would like to see more University City teams paying to use our <br />parks. <br /> <br />Page 2 <br /> <br /> <br />
