Session 1899 <br />October 20, 2003 <br /> <br />Mr. Wagner agreed that cutting out the early cycle of collection makes good sense, but <br />he is not sure that the December collection should be stopped. If it is halted, the "free <br />bag pick-up" for December should be allowed to compensate for the shortened <br />collection schedule that month. Mr. Ollendorff will allow this change and encouraged <br />publicizing it in November and December so the public is aware of the change. Mr. <br />Sharpe agreed with Mr. Ollendorff, but expressed concern that collection occurs first in <br />the east end of the City. He feels the species of trees in his ward lose a significant <br />amount of leaves, also, to demand attention earlier. He would like to see the collection <br />rotated. Ms. Welsch welcomed this discussion because she, too, has received calls on <br />this matter. While she noted it is "hard to predict Mother Nature" and it is hard to decide <br />how to undertake collection, she would like to see more flexibility in determining this. <br />She endorses publicizing well the "free bag pick-up". The City Forester's reports on leaf <br />droppings from trees and the reason why we will be picking up in certain areas before <br />others, should be made clear to the public. Ms. Colquitt reiterated the comments made <br />by her colleagues and added that public works need to coordinate leaf collection with <br />trash collection, so the two do not overlap. Mr. Wagner commented on Mr. Sharpe's <br />observation that scheduled collection should be rotated between districts it has been <br />done in the past and could be done again. He agreed that collection seems to start in <br />the east end each year. <br /> <br />The sense of the Council was to allow the City Manager to instruct his staff to proceed <br />with the plan. <br /> <br />RESOLUTIONS <br /> <br />1. RESOLUTION AUTHORIIZNG THE OFFERING FOR SALE OF CERTIFICATES <br /> OF PARTICIPATION SERIES 2003 <br /> <br />Due to extraordinary length about 50 pages) of this resolution, only the title was read <br />aloud and the Council relied upon reading the lengthy documents for themselves. <br /> <br />Mayor Adams summarized that it deals with Section 1058 and the Winco <br />redevelopment. <br /> <br />Mr. Munkel moved to adopt the resolution; Mr. Wagner seconded the motion, which <br />passed unanimously. <br /> <br />2.
