Session 1899
October 20, 2003

*VVomen owned
** Minority owned

Mr. Ollendorff recommended that this project be awarded to R.V. Wagner for their Iow
bid of $41,681.00.

Ms. Colquitt stated the resurfacing of Corbitt, Plymouth, and Canton Streets resulted in
complaints from her constituents in this area, and if R.V. Wagner is the company
responsible for that work they did not do a very good job. Mr. Ollendorff said he would
obtain a report on the work done on these streets and report to her tomorrow, and he
added that generally, the policy is to not pay contractors unless their work is
satisfactory. Ms. Colquitt responded that Corbitt Street, particularly, elicited many calls
from residents complaining about problems with sidewalks and a poorly done job. Mr.
Sharpe concurred with Ms. Colquitt, advising that tar had been splashed onto the curbs.
Mayor Adams said R.V. Wagner has done work for the City in the past. Ms. Colquitt
called for improved inspection when jobs are completed, and prior to payment, so as to
avoid the problems she mentioned previously.

Mr. Munkel moved approval, and Ms. Welsch seconded the motion. It was passed 5-2;
AYES-5, NAYS-2, with Mr. Lieberman and Ms. Colquitt voting against the motion.

AGENDA ITEM #5 (Pulled from Consent Calendar) - 2004 FALL LEAF COLLECTION

PROGRAM:

The leaf collection schedule for next fall has been revised for better all-around levels of
service. We will begin the scheduled collection two weeks later than in the past and
complete the prescheduled work one week earlier. Areas and east-to-west order will
not be changed. Added sweeps will be ordered in response to changing weather/leaf
fall, as needed. The days currently spent on unnecessary leaf collection routes will be
devoted to higher priority public works functions, including regular street sweeping. City
Council action will not be required until next spring when budget adjustments will have
to be made to re-allocate the savings from the above schedule change. This report is
filed at this time, since the 2004 calendar is being printed with details of the new
schedule.

Mr. Ollendorff advised that regarding next year's calendar, six weeks of leaf collection
would be scheduled, including two trips around the City, instead of the three trips made
in the past. The first trip around the City proved futile because the first few weeks of fall
do not generate enough leaves to make the trip worthwhile, and the last trip is equally
futile because there are no longer any leaves to collect. Other high-priority work can be
undertaken in the three weeks when leaf collecting does not occur. He wanted to
ensure there were not strenuous objections before publishing the schedule.

Page 4
