Mr. <br />Munkel expressed concern that citizens can legally transport weapons from their <br />homes to their cars, without being contained in a case, hence "open carrying." <br />His concern focuses upon a police officer seeing a citizen transporting a weapon <br />in this manner, misunderstanding the citizen's intention and making an arrest. <br />Mr. Wagner noted that Richmond Heights passed a similar ordinance about <br />people bringing firearms into municipal buildings with an additional penalty. Mr. <br />Wagner feels penalties under State law are too light and would like to see the <br />addition of jail time. Mayor Adams agreed with Mr. Wagner, but advised the City <br />is limited to a situation where a police officer advises that someone had a <br />concealed carrier, and that even then it is only a misdemeanor. Mr. Sharpe <br />noted that Council agrees and recommended approval of the bills. <br /> <br />Mr. Sharpe moved approval, and Ms. Welsch seconded the motion. The roll call <br />vote was as follows: AYES: Mr. Wagner, Mr. Liebermann, Ms. Welsch, Mr. <br />Sharpe, Ms. Colquitt, Mr. Munkel and Mayor Adams. NAYS: - none.
