ORDINANCE NO. <br />AN ORDINANCE OF THE CITY OF UNIVERSITY CITY, MISSOURI <br />AMENDING THE MUNICIPAL CODE TO AUTHORIZE VEHICLE <br />INCAPACITATION BY THE CITY FOR DELINQUENT ACCUMULATED NON- <br />MOVING PARKING VIOLATIONS. <br />WHEREAS <br />, the incapacitation of motor vehicles by the City for <br />accumulated non-moving parking violations, otherwise known as “booting,” <br />effects the resolution of outstanding non-moving parking violations and <br />encourages the drivers to obey the laws of the city pertaining to parking; and <br />WHEREAS <br />, the City Council desires to authorize booting by the City as <br />provided herein; <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE <br />CITY OF UNIVERSITY CITY, MISSOURI AS FOLLOWS: <br />Section 1. <br /> Chapter 40, Stopping, Standing, and Parking, Generally, of <br />Title 10, Vehicles and Traffic, of the University City Municipal Code is hereby <br />amended by the enactment of a new Section 10.40.250, Non-Moving Parking <br />Violations—Vehicle Incapacitation By City, to read as follows: <br />Title 10 Vehicles and Traffic <br />Chapter 10.040 Stopping, Standing, and Parking, Generally <br />Section 10.040.250 Delinquent Non-MovingParking Violations; <br />Vehicle Incapacitation By City <br />A. A non-moving parking violation is defined as any non-moving <br />violation issued upon the motor vehicle without the driver and/or <br />owner of record present at the motor vehicle at the time the notice <br />is issued. A non-moving parking violation includes parking at an <br />expired meter; parking in front of a fire hydrant or in fire lane; <br />parking in a handicapped parking space without the requisite <br />handicapped tag or license plate properly displayed; failing to <br />display license plate; parking in front of a bus stop; parking during <br />hours posted for street cleaning; parking in a no parking zone; <br />parking with an expired license plate; parking in such manner as to <br />block a driveway; abandoning a motor vehicle; parking a derelict <br /> <br />
