double parking; parking on a sidewalk; parking in the wrong <br />direction on a street; illegal truck parking; parking during no parking <br />hours of 7 to 8 am; parking during no parking hours of 4 to 6 pm; <br />parking in front of a U.S. Mail Box; and parking a commercial <br />vehicle in a no commercial vehicle zone. <br />B. A non-movingparking violation notice becomes delinquent <br />14 days from the date of issuance if the violation notice is not <br />resolved either by payment of the associated fines and penalties or <br />by scheduling a court appearance for the hearing of the charged <br />violations. A penalty in the amount of the associated fine is hereby <br />imposed on any parking violation remaining delinquent for 15 days, <br />and an additional penalty in like amount is hereby imposed on any <br />parking violation remaining delinquent for 45 days. <br />C. In addition to all other remedies allowed by law, the City <br />may, by placement of a wheel immobilization device, incapacitate <br />from movement any motor vehicle found in any public place within <br />the City and having four (4) or more delinquent non-moving parking <br />violation notices. <br />D. Upon such incapacitation, the City shall cause to be placed <br />on upon the driver’s front side window of the motor vehiclein a <br />conspicuous manner, notice sufficient to warn any individual that <br />such vehicle has been incapacitated by placement of a wheel <br />immobilization device and that any attempt to move the vehicle may <br />result in damage. The notice shall also note the date and time of <br />the incapacitation and contain instructions on how to secure <br />release of the vehicle. The City disclaims any liability for any <br />damage to an incapacitated motor vehicle due to attempts by <br />anyone not authorized by the City to move the motor vehicle with <br />the incapacitation device attached. <br />E. Prior to the release of any incapacitated vehicle, the driver, <br />owner, or person in charge of such vehicle shall (i) resolve all <br />outstanding traffic violation notices, either by payment of the <br />associated fines and penalties or by scheduling a court appearance <br />for the hearing of the charged violations, (b) pay an administrative <br />fee of fifty dollars ($50.00) for the costs of the vehicle <br />incapacitation, and (c) pay any towing or storage costs which may <br />be incurred. <br />F. Unless a vehicle release is secured, any incapacitated vehicle <br />remaining in place and unclaimed within two business days following <br />the time of the incapacitation, may be impounded as provided in <br />Section 10.56.010 of the University City Municipal <br /> <br />
