Session 1901 <br />November 17, 2003 <br /> <br />Mr. Wagner asked Mr. Reckamp to explain why MetroLink expansion dump trucks <br />needed to use Sutter Avenue? Mr. Reckamp said they proceed from a trench at about <br />Williams Avenue into the Forsythe Station, then drive east to Big Bend Boulevard, and <br />proceed from Big Bend Boulevard to Delmar Boulevard; then from Delmar Boulevard to <br />Kingsland Avenue; from Kingsland Avenue to Olive Boulevard; from Olive Boulevard to <br />Sutter Avenue, and then up Sutter Avenue to Plymouth Avenue and down to the old <br />Wagner Electric site, which is being filled in with dirt from the MetroLink excavation. <br />There is another entrance to this site from Page Boulevard at Ogden Street. Mr. <br />Reckamp thinks it would be more desirable if these trucks proceeded down the Forest <br />Park Expressway to Skinker Boulevard, and from Skinker Boulevard to Page Boulevard, <br />then west on Page Boulevard to Ogden Street, and then to the site. These trucks <br />spread unwanted mud along Plymouth Avenue and other parts of University City. <br /> <br />Mr. Reckamp contacted a manager at Clark Properties, the company responsible for the <br />landfill, who said he would cooperate to improve this problem, by regulating the trucks <br />coming into the site, but so far nothing has eventuated. Mr. Ollendorff then asked Mr <br />Reckamp to reiterate his suggested route for approaching the site, which he did, this <br />time including Page Boulevard to Ogden Street and then into the site. Mr. Munkel noted <br />that this is the second time this Sutter Avenue problem has arisen, and that it has not <br />been solved, and is perhaps even worse than before. He asked if the damaged part of <br />Sutter Avenue could be closed. Mayor Adams said that part of Sutter Avenue is not part <br />of University City, and emphasized the need to work with two other cities and the <br />County of St. Louis to determine wording for signage on this road. Mr. Reckamp asked <br />for further interpretation of the Ordinance and for its enforcement, with or without signs. <br />Mr. Sharpe suggested contacting the trucking companies to advise them about truck- <br />size restrictions and finding out which companies are supplying trucks. He met <br />previously with representatives from Council at Pagedale and at Wellston, and is willing <br />to meet with them again to solve the problems of both trucks and signage. Mr. Wagner <br />agreed with Mr. Reckamp about the original problem focusing upon the need to stop 18- <br />wheeler traffic up and down Sutter Avenue. Part of Sutter is in University City so it <br />should be possible to stop traffic proceeding north from Olive Boulevard to streets no <br />longer in University City.
